1 Scope

This document specifies the evaluation indicators and evaluation method for the digital construction of underground coal mines, covering the classification of digital construction evaluation, the evaluation index system for digital construction and the evaluation method for digital construction.
This document is applicable to the evaluation of the digital construction of newly built, reconstructed (expanded) and producing underground coal mines.
2 Normative references

3 Terms and definitions
For the purposes of this document, the terms and definitions given in NB/T 11120-2023 apply.
4 Classification of digital construction evaluation
Based on the category of construction conditions of the digital mine and the established graded evaluation index system for digital coal mines, the construction results of the digital mine are comprehensively evaluated, and the evaluation result of each category of digital mine is subdivided into three grades: Grade I digital coal mine, Grade II digital coal mine and Grade III digital coal mine, as shown in Table 1.

5 Evaluation index system for digital construction
5.1 Evaluation index system of the digital mine: in accordance with the requirements of NB/T 11120-2023, the evaluation index system and evaluation indicators shall be established on five layers, from the bottom to the top of the digital mine application architecture: the equipment layer, the production control layer, the production execution layer, the business management layer and the decision support layer. The evaluation index system of digital underground coal mines is given in Annex A.
5.2 Equipment layer: the indicators mainly cover hardware systems and software systems such as sensors, actuators, power supplies, industrial cameras and mobile terminals.
5.2 a) The equipment layer mainly realizes information identification and perception of the 'personnel, machines and environment' at the production site, fault self-diagnosis, data exchange for automatic control, and execution of commands from the upper layers.
5.2 b) At this layer, normative descriptions shall be given for the degree of intelligence, reliability, unique coding, location information, device interaction protocols and sensor network requirements of all objects, so as to achieve plug-and-play of sensing devices, data exchange and standardized transmission.
5.3 Production control layer: the indicators mainly cover the automation systems, the backbone network and the integrated automation platform.
5.3 a) The production control layer consists mainly of the automation systems, the backbone network and the integrated automation platform, including the underground backbone network, the surface network and the individual automation systems; it mainly realizes real-time monitoring and automatic and coordinated operation control of the 'personnel, machines and environment' at the production site, equipment fault diagnosis and disaster early warning.
5.3 b) At this layer, standardization requirements shall be put forward for network security and network resources; classification and coding standards shall be established for mine spatial information and metadata; data storage specifications, standardized protocol formats for data exchange, and description methods and criteria for metadata and structured information shall be put forward for different types of systems to meet data exchange needs between systems; and intelligent functional requirements shall be put forward for different types of systems to achieve disaster early warning and coordinated control of production processes, with the goal of unattended operation of key production processes.
5.4 Production execution layer: the indicators mainly cover information systems for production, dispatching, electromechanical, geological survey, ventilation and safety. The production execution layer mainly includes these information systems, the business management systems, the coordinated management and control platform and shared storage resources, supporting the daily safety and production management of each business department.
5.5 Business management layer: the indicators mainly cover the office system and the enterprise management system.
5.6 Decision support layer: the indicators mainly cover decision support provided through data mining and analysis for the intrinsic safety of the mine, cost reduction and efficiency improvement in production, lean management and disaster rescue.
5.6 a) The decision support layer mainly provides decision support through data mining and analysis for intrinsic mine safety, cost reduction and efficiency improvement, lean management and disaster rescue. It mainly includes storage resources and data service resources (which may be shared with the coordinated management and control layer) and the decision support software platform.
5.6 b) At this layer, according to the actual production and business management requirements of the coal mine user, rich specialized applications may be built on existing data, decision support software covering mine safety, production and management may be developed and deployed, and a knowledge base may be constructed.
6 Evaluation method for digital construction
6.1 Requirements for layer indicators of digital construction: the indicators of the five layers of digital construction are scored item by item as first-level, second-level and third-level indicators on a percentage basis, with corresponding weights set for each level of indicator according to its importance; the scores of the relevant evaluation content are calculated in accordance with the scoring criteria, and the maturity of the digital mine is obtained and evaluated by grade.
6.2.1 a) Basic condition: licences and certificates (mining licence, safety production licence, certificate of qualification in safety production knowledge and management capability of the mine manager, business licence) are complete and valid, and mining is carried out in accordance with the law.
6.2.1 b) Basic condition: the mine is in normal continuous production, with any continuous production shutdown not exceeding 3 months.
6.2.1 c) Basic condition: a sound responsibility system for digital construction has been established.
6.2.1 d) Basic condition: a digital mine management body has been set up and is staffed and equipped with the personnel and equipment needed for the work.
6.2.1 e) Basic condition: a digital mine responsibility system has been established, a system (measures) for standardized assessment, appraisal, rewards and penalties for the digital mine has been formulated and implemented, and self-inspection and assessment of digital mine standardization is carried out as required.
6.2.2 a) The full score of the digital mine assessment of an underground coal mine is 1 000 points, and scoring is carried out on a thousand-point scale.
6.2.2 b) Scoring is carried out according to the scoring tables of each part contained in the digital mine system of the underground coal mine.
6.2.2 c) The sum of the assessment score of each part multiplied by the weight of that part is the digital mine assessment score of the underground coal mine, calculated using Formula (1): M = Sum of (alpha i multiplied by Mi).
6.2.2 In Formula (1), M is the digital mine assessment score of the underground coal mine; Mi is the digital mine assessment score of each of the five parts, namely the equipment layer, production control layer, production execution layer, business management layer and decision support layer; alpha i is the weight of each of these five parts.
6.2.3 a) The digital underground coal mine is assessed by category and by grade: the category of the digital mine is assessed first and, once the category has been determined, the standardization grade of the digital mine is assessed.
6.2.3 b) The standardization grades of digital underground coal mines are Grade I, Grade II and Grade III. Grade I is the highest grade, and Grade III is the minimum standard that a digital coal mine shall reach.
6.2.3 c) A coal mine with a digital mine assessment score of 900 points or above is rated as a Grade I digital underground coal mine.
6.2.3 d) A coal mine with a digital mine assessment score of 750 points to 900 points is rated as a Grade II digital underground coal mine.
6.2.3 e) A coal mine with a digital mine assessment score of 600 points to 750 points is rated as a Grade III digital underground coal mine.
6.2.3 f) A coal mine with an assessment score of less than 600 points is not considered a digital mine.
6.2.3 g) The standardized assessment and grading of digital underground coal mines follows the procedure of enterprise self-evaluation and application, on-site assessment, public notice and supervision, and announcement and recognition.
6.2.4 a) Where acceptance is organized locally, the acceptance expert group is formed by the provincial energy authority; where acceptance is organized by a central enterprise, the expert group is formed by its headquarters. The selected experts shall cover all main coal mine disciplines; the group shall have no fewer than 7 members, more than half of whom shall be drawn from the national coal mine intelligentization expert database, with no more than 2 experts from the same organization (group), and the group leader shall be an expert from the national coal mine expert database. Experts shall be selected on the principle of avoidance of their own province (group) and shall sign an expert acceptance commitment letter.
6.2.4 b) The Digital Acceptance Report of the Underground Coal Mine shall include an overview of the coal mine, the digital construction and investment of each system, the evaluation of construction results and the acceptance opinions, and shall be signed by the experts for confirmation.
6.2.5 a) The scoring and evaluation table of digital underground coal mines is given in Annex B.
6.2.5 b) For the assessment scoring of the equipment layer, the equipment layer scoring table of digital underground coal mines is given in Annex C.
6.2.5 c) For the assessment scoring of the production control layer, the production control layer scoring table is given in Annex D.
6.2.5 d) For the assessment scoring of the production execution layer, the production execution layer scoring table is given in Annex E.
6.2.5 e) For the assessment scoring of the business management layer, the business management layer scoring table is given in Annex F.
6.2.5 f) For the assessment scoring of the decision support layer, the decision support layer scoring table is given in Annex G.
6.2.6 a) Graded management and control of digital construction shall be implemented to standardize conduct, control quality, raise equipment and management levels and strengthen training, putting digital construction standards into practice so that the coal mine reaches and maintains its digital construction standardization grade and safe production is ensured.
6.2.6 b) An annual digital construction plan, including a construction funding plan, shall be drawn up and broken down to the relevant departments for strict implementation and assessment.
6.2.6 c) A body responsible for digital construction work shall be established, and the digital mine work responsibilities of each unit, department and person shall be clearly defined.
6.2.6 d) Funding shall be guaranteed, and the conditions for digital construction shall be improved and perfected.
6.2.6 e) A sound technical management system for digital construction shall be put in place, work systems shall be improved and technical innovation carried out; work rules, operating procedures and safety technical measures shall be prepared as required, with complete approval procedures and thorough implementation.
6.2.6 f) Process control and on-site management of each production link shall be strengthened, and self-inspection of compliance with digital construction standardization shall be carried out regularly.
6.2.6 g) On the basis of the digital construction standard grade obtained, processes and technology, equipment and facilities and management measures shall be continuously improved in a purposeful and planned manner and employee safety behaviour shall be standardized, further improving safe production conditions so that the coal mine maintains and raises its level of digital construction standardization, and a long-term mechanism for digital construction standardization shall be established.
Annex A (informative) Evaluation index system of digital underground coal mines
Figure A.1 gives the evaluation index system of digital underground coal mines. At the first level the system is divided into five layers: the equipment layer, the production control layer, the production execution layer, the business management layer and the decision support layer.
Equipment layer: intelligent sensors, intelligent instruments, base stations, intelligent cameras, intelligent controllers and infrastructure.
Infrastructure: data center, automation network, information network, administrative communication, coal mine dispatching room and video conference room system.
Production control layer: basic functions, data integration, remote control, data analysis, intelligent linkage, intelligent alarm, and diagnosis and auxiliary decision-making.
Basic functions: data acquisition and analysis, GIS integration, large-screen interaction, trend curve generation, authority management, user management, log management and print management.

Intelligent linkage: gas alarm linkage, sump water level over-limit linkage, equipment fault linkage, personnel over-number and overtime linkage, local ventilator power-off linkage and belt conveyor protection action linkage.
Intelligent alarm: graded alarm indication, zoned alarm indication, alarm indication by discipline and multi-system combined alarm.

Annex B (informative) Scoring and evaluation table of digital underground coal mines
Table B.1 gives the scoring and evaluation table of digital underground coal mines, listing for each layer the standard score, the weight (alpha i), the assessment score (Mi) and the weighted score, followed by the total assessment score and the assessment grade of the digital underground coal mine.
Standard scores in Table B.1: equipment layer 250 points, production control layer 300 points, production execution layer 250 points, business management layer 150 points and decision support layer 50 points, each with a weight of 1.00.
Annex C (informative) Equipment layer scoring table of digital underground coal mines
Table C.1 gives the equipment layer scoring table, with columns for first-level, second-level and third-level indicators, basic requirements, standard score, scoring method and score. For each indicator the scoring method is an on-site check of documents and systems, with 1 point deducted for each item that does not meet the requirements or is not organized and implemented according to the implementation plan.
Intelligent sensors (45 points), functional requirements: logic judgement and statistical processing; self-test, self-diagnosis and self-calibration; bidirectional communication and standardized digital output; human-machine dialogue; and computation, information storage and memory.
Intelligent sensors, equipment configuration requirements: for equipment monitoring, 100% coverage of operating status monitoring of mine equipment; accurate perception of accident and disaster precursor information during dynamic mining; and complete functions of the sensing nodes, routing nodes and cooperative nodes of the underlying equipment monitoring sensor network of the mine.
Intelligent instruments (40 points): the data acquisition, recording and analysis, real-time control, network monitoring and integrated management functions of the detecting instruments, display instruments, regulating (control) instruments and actuators of the equipment and facilities in use in the mine shall meet the equipment operation and environmental monitoring requirements, and equipment configuration shall meet the mine equipment operation and environmental monitoring requirements.
Base stations (40 points): the technical specifications of the selected products shall meet the requirements of mine equipment operation and safety production monitoring and control, and base station configuration shall meet the requirements of mine safety production and production succession.
Intelligent cameras (35 points): functions such as wireless AP hotspot, alarm, video stream push, private cloud service, mobile application, acquisition of environmental information from sensors and voice interaction shall meet the requirements of mine equipment operation and safety production monitoring and control; camera configuration shall meet the requirements of mine safety production and production succession.
Intelligent controllers (30 points): functions shall meet the operating requirements of the main mine equipment and of safety monitoring and control equipment, and controller configuration shall meet the requirements of main equipment operation and safety production monitoring and control.
Infrastructure, data center (10 points): construction content, including servers, operating systems, system software, storage, backup, infrastructure resource supply management and virtualized resource management, shall meet mine safety production requirements; the physical environment, including the machine room environment, power supply system, air conditioning and fresh air, security and centralized monitoring system, gas fire extinguishing works and machine room cabling, shall meet the relevant construction requirements.
Infrastructure, data center (continued): servers including database servers, application servers, WEB servers, domain control servers and database acquisition servers shall meet the construction requirements; storage, backup, virtualized resources and infrastructure resource supply management shall meet the construction requirements; and big data technology shall be used for storage.
Infrastructure, automation network (10 points): the automation control network uses industrial Ethernet technology combined with PON, GEPON and wireless transmission technology, with some automation subsystems using industrial fieldbus as the subsystem network. Bandwidth is based on the services and data flows carried, taking future expansion into account. The network consists of the surface control center, field substations, information transmission media and network communication interface equipment, and shall implement a unified user authentication platform meeting mine construction requirements.
Infrastructure, information network (10 points): the information network provides the transmission channel for enterprise management information systems centred on coal product sales, material procurement and inventory, financial management, production dispatching, safety management, access to the coal group center and Internet services. It mainly carries internal office and business management information and transmits video conference, VOIP video and voice multimedia data; its construction content includes switches, cabling, network management and network security.
Infrastructure, administrative communication (10 points): construction content includes IP telephone and softswitch communication equipment, the central distribution frame, floor distribution frames and telephone cabling, meeting the relevant construction requirements.
Infrastructure, coal mine dispatching room display system (10 points): display modes include LCD television, plasma splicing and DLP splicing; functions include zooming, roaming, overlay and enlarged display, with grouped switching of images, patrol and preset display.
Infrastructure, video conference room system (10 points): includes central control equipment (recording, video recording, mixing console), microphones, power amplifiers, speakers, cameras, display units and cabling; functions include point-to-point remote conferencing, simultaneous multi-group conferences, multi-picture conferencing, dual-stream conferencing, multiple conference modes, image polling, conference control, re-invitation of dropped terminals, full-channel mixing and muting, and a simplified Chinese interface.
Annex D (informative) Production control layer scoring table of digital underground coal mines
Table D.1 gives the production control layer scoring table. Its first-level indicators are the integrated production monitoring platform and the monitoring subsystems; unless otherwise stated, scoring is by on-site check of documents and systems, with 1 point deducted for each item not meeting the requirements or not implemented according to the implementation plan.
Integrated production monitoring platform, basic functions (10 points): data acquisition and analysis, GIS integration, large-screen interaction, trend curve generation, authority management, user management, log management and print management.
