Foreword

This document was issued on 4 November 2022 by the National Energy Administration of the PRC and takes effect on 4 March 2023.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 27.180, Chinese classification P 02.

Standard identification

NB/T 11000-2022 is an energy sector standard of the People's Republic of China, issued by the National Energy Administration.

The cover carries the official English title Specification for bills of quantities and valuation for onshore wind power projects, printed under the Chinese title.

The standard is classified under ICS 27.180 and under the Chinese classification code CCS P 02.

It was released on 4 November 2022 and came into force on 4 March 2023.

The cover shows no replacement line, so this edition does not supersede an earlier standard: NB/T 11000 is a first edition.

The front matter is numbered in Roman numerals and runs to seven pages of contents, followed by a Foreword on page VIII and an Introduction on page IX.

The body of the standard is numbered in Arabic numerals and runs to at least page 229, the last page listed in the table of contents.

The document is built around eight numbered clauses followed by thirteen annexes, lettered A to M, of which A, B, C, D, J, K, L and M are normative and E, F, G, H and I are informative.

The subject matter is the pricing framework of onshore wind farm projects: how the bill of quantities is drawn up, coded, measured, priced at tender stage and settled at completion.

Figures and tables

The standard contains nine numbered figures. Figure 1, Composition of the item code for the bill of quantities of divisional and itemized works, appears on page 5 within clause 5.7.

The remaining eight figures are the cover sheets and title pages of the four documents governed by the standard: Figures J.1 and J.2 for the bill of quantities on pages 186 and 187, Figures K.1 and K.2 for the maximum bid price on pages 195 and 196, Figures L.1 and L.2 for the tender price on pages 206 and 207, and Figures M.1 and M.2 for the completion settlement statement on pages 217 and 218.

The tables are far more numerous and carry the substance of the annexes: Tables 1 and 2 in the main text on pages 6 and 7, nine tables in Annex A, seven in Annex B, four in Annex C, one in Annex D, and one for each tender item list in Annexes E to I.

The form annexes contribute thirteen tables in Annex J, sixteen in Annex K, sixteen in Annex L and eighteen in Annex M, so that every schedule required for pricing, tendering and settlement has a printed model.

1 Scope

NB/T 11000-2022 is the Chinese specification for the bill of quantities and its valuation in onshore wind power projects. It is the commercial rulebook of the trade: the document that fixes how a wind farm is measured, tendered, priced and paid for, and it exists because a wind farm is an unusual construction contract. The turbines themselves are bought, not built, and often supplied free issue by the owner; the civil works are spread over tens of kilometres of access road, foundations and collector cable rather than concentrated on one site; and a large part of the cost is plant hire - the crawler crane that erects the towers is idle whenever the wind blows too hard to lift. A contract that does not say clearly how those are measured and who carries which risk is a contract that ends in dispute. This specification supplies the common language. It defines the commercial terms the parties argue over, from the bill of quantities and the priced bill through the all-in unit rate, work sections and trades, preliminaries, provisional sum, prime cost sum, dayworks and the main contractor's attendance to the health, safety and environmental provisions. It then sets out the preparation of the bill, with separate lists for work sections and trades, for the purchase of equipment and installation materials, for preliminaries and for other items, together with the item coding scheme; and the valuation clause covering the maximum tender price limit, the tender price, the agreement of the contract price, measurement, price adjustment, interim payment, final account, settlement on termination, the handling of disputes and the archiving of records. Its annexes carry the measurement rules and the model tender item lists for each part of a wind farm, from the access roads and foundations to the collector system and the substation. It is the onshore companion to NB/T 10999, which does the same job for offshore projects. It was issued on 4 November 2022 by the National Energy Administration and took effect on 4 March 2023.

Clause 1, Scope, occupies page 1 of the standard, immediately after the front matter.

As the title on the cover states, the document addresses bills of quantities and their valuation for onshore wind power projects, that is wind farms built on land as opposed to offshore installations.

2 Normative references

Clause 2, Normative references, also begins on page 1 and lists the documents that are indispensable for the application of this standard.

3 Terms and definitions

Clause 3, Terms and definitions, starts on page 1 and runs to page 2, ahead of clause 4 on page 3.

The vocabulary it establishes underpins the whole document, since clauses 5 to 8 and the annexes all rely on a consistent naming of bill items, measure items, provisional sums and settlement documents.

4 General requirements

Clause 4, General requirements, occupies page 3 and sets the overall rules that apply before the detailed provisions of the following clauses.

5 Preparation of the bill of quantities

Clause 5, Preparation of the bill of quantities, runs from page 4 to page 8 and is divided into seven subclauses.

5.1 General requirements, page 4, states the conditions under which the bill of quantities is compiled.

5.2 Explanatory notes on the preparation of the bill of quantities, page 4, covers the statement that accompanies the bill and explains how it was drawn up.

5.3 Bill of quantities for divisional and itemized works, page 4, deals with the list of measured work items broken down by division and sub-item.

5.4 Procurement list for equipment and installation materials, page 4, covers the separate list used for plant and for materials of an installation nature.

5.5 List of measure items, page 5, covers the items that are not permanent works but are needed to carry them out.

5.6 List of other items, page 5, covers provisional sums, provisional prices, dayworks and main contractor attendance.

5.7 Coding of bill of quantities items, page 5, establishes the item numbering system; it is supported by Figure 1, Composition of the item code for the bill of quantities of divisional and itemized works, on page 5.

Two tables belong to this subclause: Table 1, Third-level and fourth-level engineering codes, on page 6, and Table 2, Item classification codes, on page 7.

6 Bill of quantities valuation

Clause 6, Bill of quantities valuation, is the longest clause of the main text, running from page 8 to page 20 across eleven subclauses.

6.1 General requirements, page 8, sets out the common rules of valuation.

6.2 Maximum bid price, page 9, covers the ceiling price fixed by the employer for the tender.

6.3 Tender price, page 9, covers the price submitted by the tenderer.

6.4 Agreement on the contract price, page 10, covers how the agreed contract price is established.

6.5 Measurement of works, page 11, covers the measurement of the executed works.

6.6 Adjustment of the contract price, pages 11 to 16, is the largest subclause of the standard and deals with the circumstances in which the contract price is adjusted.

6.7 Interim payment of the contract price, pages 16 to 18, covers payments made during the course of the works.

6.8 Completion settlement and payment, page 18, covers the final account drawn up when the works are completed.

6.9 Settlement and payment of the price on termination of the contract, page 18, covers the case in which the contract is brought to an end before completion.

6.10 Handling of valuation disputes, page 19, covers disagreements arising from the valuation of the works.

6.11 Valuation records and archiving, page 19, covers the documents produced during valuation and the way they are filed.

7 Composition and format of the bill of quantities

Clause 7, Composition and format of the bill of quantities, occupies page 20 and has two subclauses.

7.1 Composition of the bill of quantities, page 20, states the parts of which a complete bill of quantities is made up.

7.2 Format of the bill of quantities, page 20, refers to the forms reproduced in normative Annex J.

8 Composition and format of the bill of quantities valuation

Clause 8, Composition and format of the bill of quantities valuation, runs from page 20 to page 21 and closes the main text.

8.1 Composition of the bill of quantities valuation, page 20, states the parts of which a valuation document is made up.
