NB/T 11017-2022 is the English-translated version of 光伏发电工程工程量清单计价规范.
NB/T 11017-2022 is the Chinese specification for the bill of quantities and its valuation in photovoltaic power projects. Solar is now the largest single source of new generating capacity being built in China, and pricing it is a peculiar problem: the modules are a commodity whose price moves month by month and are usually supplied by the owner, while the works the contractor actually performs are thousands of near-identical small operations spread over hundreds of hectares - pile driving, mounting structure erection, module fixing, string wiring, inverter and combiner box installation, and the collector cable that ties it all together. The cost is therefore extremely sensitive to how the items are defined and measured: a rule that counts a module fixed rather than a square metre installed, or that treats the tracker separately from the structure, changes the tender price materially. This specification supplies the common definitions so that tenders can be compared. It sets out the preparation of the bill, with separate lists for work sections and trades, for the purchase of equipment and installation materials, for preliminaries and for other items, together with the item coding scheme; and the valuation clause covering the maximum tender price limit, the tender price, the agreement and adjustment of the contract price, measurement, interim payment, the final account, settlement on termination, disputes and the archiving of records. Its annexes carry the measurement rules and the model tender item lists for the array field, the collector system, the inverter and transformer stations, the site works and the grid connection. It completes the family alongside NB/T 11000 for onshore wind and NB/T 10999 for offshore. It was issued on 4 November 2022 by the National Energy Administration and took effect on 4 March 2023.

Identification and Structure of the Document
NB/T 11017-2022 is an energy industry standard of the People's Republic of China, issued by the National Energy Administration.
The Chinese title of the document is a specification for the pricing of bills of quantities for photovoltaic power generation projects; the official English title carried on the cover is Specification for bills of quantities and valuation for photovoltaic power projects.
The document is classified under ICS 27.160, covering solar energy engineering, and carries the Chinese Standard Classification code CCS P 02.
The date of issue is 4 November 2022 and the date of implementation is 4 March 2023. The cover carries no reference to a superseded document, so the specification is a first edition rather than a revision.
