1.0.5

The scope of land acquisition treatment for hydropower project construction should follow the following principles.

1 Land use planning should be based on the needs of project construction and operation, increase the utilization rate of land, and reasonably define land acquisition for construction

Processing range.

Land use.

3 Save land and occupy less cultivated land.

1.0.6

The scope of land acquisition treatment for hydropower project construction shall be defined in accordance with the current industry standard "Land Acquisition and Resettlement for Hydropower Project Construction"

Relevant regulations of DL/T 5064 of the Code for Planning and Design of Home Appliances.

1.0.7

The scope of land acquisition treatment for hydropower project construction shall not only conform to this code, but shall also conform to the current relevant national standards.

Quasi-provisions.

2 Reservoir inundation affected area

2.1 General rules

2.1.1

Reservoir inundation affected area should include reservoir inundated area and reservoir affected area.

2.1.2

The inundated area of the reservoir shall include the inundated area below the normal storage level of the reservoir, and the affected area above the normal storage level of the reservoir.

Temporary submerged areas such as backwaters of the reservoir, wind waves and ship waves, ice jams and backwaters.

2.1.3

The area affected by the reservoir should include landslides, bank collapse, immersion, deformation of the reservoir bank, waterlogging, and reservoir leakage caused by water storage.

Areas that need to be treated, as well as other water-receiving reservoirs such as reduced water reach, reservoir weeks and isolated islands that have lost basic production and living conditions

Water storage affects areas that need to be treated.

2.2 Reservoir inundation area

2.2.1

The submerged area below the normal storage level of the reservoir shall start with the dam axis as the starting section, and shall be based on the elevation level of the normal storage level.

Extend to the intersection with the water surface line of the natural river course for many years.

2.2.2

The flood backwater area of the reservoir should select the design flood standards of different submerged objects, and calculate the staged flood backwater surface line.

Reasonably determine the end of the backwater.

2.2.3

The determination of the design flood standard for submerged objects shall meet the following requirements.

1 The design flood standard for submerged objects should be based on the importance of submerged objects, the degree of resistance to flooding, and the adjustment of the reservoir.

The method of application shall be analyzed and determined based on the principles of safety, economy and consideration of its original flood control standards.

2 The design flood standards for submerged objects such as railways, highways, electric power, telecommunications, water conservancy, cultural relics and historic sites should be

The national standard "Flood Control Standard" GB 50201 and relevant industry standards are determined. If the standard is not specified, it can be rooted

According to the study of the importance of the submerged objects, the design flood standard is determined.

3 The design flood standards for different submerged objects should be selected according to the upper limit of the design flood return period listed in Table 2.2.3, such as

If other criteria are selected, analysis and demonstration should be carried out.

2.2.4

The calculation of the design flood backwater surface line shall comply with the current industry standard "Reservoir Backwater Calculation Specification for Hydropower Engineering"

In addition to the relevant regulations of NB/T 35093, the following regulations should also be met.

1 The flood return water surface line of the reservoir during the flood season and non-flood season should be calculated separately according to the operation mode of the reservoir operation.

2 For projects of water storage in stages, the backwater surface line of water storage in stages shall be calculated as required. Long construction period, flooding

For projects with relatively large natural changes, the backwater surface line during the construction period should be calculated according to needs.

3 When there are large tributaries in the reservoir area, or there are important submerged objects in the tributaries, consideration should be given to the occurrence of reservoir inundation marks on the tributaries.

There are two groups. the corresponding flood occurs in the main stream during quasi-flood, and the corresponding flood occurs in the tributary during the standard flood of reservoir inundation during the main stream.

Calculate the backwater level separately. The backwater surface line shall be determined according to the outer line of the two combinations.

4 The impact of sedimentation should be considered for the backwater of the reservoir. The sedimentation period should be based on the characteristics of river sediment and reservoir transportation.

The mode of travel and the importance of the flooded objects are selected within the range of 10 to 30 years.

5 The backwater calculation section should be consistent with the calculation section used in the reservoir sediment scour and silt calculation, and there are important submerged objects.

At the end of the river section and the backwater, the calculation section of the backwater shall be appropriately densified as required.

6 The design flood backwater surface line should be formed along the outsourcing line based on the staging flood backwater level of the same frequency above the dam site.

The elevation of the backwater is determined.

7 When the backwater elevation difference between the two sections is large, it should be calculated and determined by straight-line interpolation.

2.2.5

The determination of the end section of the design flood backwater and the end position of the inundation treatment shall meet the following requirements.

1 The end section of the backwater of the reservoir should choose the difference between the design flood backwater surface line and the natural flood surface line of the same frequency, etc.

The calculated section is at 0.3m.

2 The end position of the inundation treatment upstream of the backwater end section of the reservoir should be the design flood elevation water of the backwater end section.

It extends horizontally to the intersection with the water surface line of the natural river course for many years.

3 At the upper reaches of the end section of the residents migration backwater, the design flood line elevation of cultivated gardens is higher than that of the residents migration design

During flood elevation, the area of resident migration and the end point of inundation treatment should be determined according to the design flood line of the farmland.

2.2.6

Wind and wave climb calculations should consider factors such as wind speed and blowing distance. When the bank slope is below 45°, the vertical wave length is 30km

When the wind speed is below level 7, and the wind speed is 14m/s~17m/s, the wind and wave climb should be calculated according to the following empirical formula.

In the formula. hp-wind and wave climbing height (m);

K-coefficient related to the roughness of the bank slope, for smooth and uniform artificial slopes, such as blocks or concrete

For the slope of the slab, K is taken as 0.77~1.00; for farmland ridge height less than 0.5m, K is taken as 0.5~0.7;

alpha--Slope of bank slope (°);

h--The height of the wave in front of the bank slope (m);

V--Vertical wind speed on the bank slope (m/s);

D--The windward side of the bank slope wave blowing distance (km), refers to the maximum straight line distance from this bank to the other bank of the bank slope.

2.2.7

Reservoirs with navigable requirements shall calculate the ship's wave climb according to the relevant regulations of the water transportation industry.

2.2.8

The inundation range of ice jam and backwater shall be based on the average water level and average inflow of the reservoir when ice flowers appear in large numbers.

The amount of ice is combined with the backwater curve calculated during the closure period and the opening period of the river section.

2.2.9

The determination of the safety ultra-high value of the reservoir shall meet the following requirements.

1 The safe ultra-height range of the reservoir should be considered from the perspective of safety, and the impact of the inundation of the cultivated land and residential areas around the reservoir should be analyzed.

It can be comprehensively determined according to factors such as the influence of wind and waves and ship waves in the reservoir.

2 Different submerged objects can determine different reservoirs according to their importance...
