Scope
NB/T 10102-2018 is the English-translated version of 水电工程建设征地实物指标调查规范.
NB/T 10102-2018 sets out how the physical inventory is surveyed on land requisitioned for a hydropower project, replacing DL/T 5377-2007. Before a reservoir is filled, everything that will be inundated or taken has to be counted and recorded, because that count is the basis on which every household and enterprise is compensated and resettled: the code exists to make the count defensible. It fixes the scope and the timing of the survey, the boundary within which the inventory is taken, and the organisation and responsibilities of the survey team including the participation of the affected people and of local government. It then specifies the survey of each category of indicator: population and households, rural and urban housing with its structure and area, cultivated land and other land by type and grade, fruit and timber trees by species and age, enterprises and institutions with their buildings, plant and output, infrastructure such as roads, power and telecommunication lines, water supply and irrigation works, and cultural relics and burial sites. For each it gives the measurement method, the unit, the classification used and the evidence retained. The code closes with the compilation and checking of the results, the public disclosure and confirmation by those affected, and the survey report and its supporting drawings and registers. It applies to hydropower projects of all grades in China.

Foreword
This document was issued on 25 December 2018 by the National Energy Administration of the PRC and takes effect on 1 May 2019.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 27.140, Chinese classification P 59.
It replaces DL/T 5377-2007, which is superseded.
This Code has been revised in accordance with the requirements of the Notice of the National Energy Administration on Issuing the 2015 Plan for the Formulation and Revision of Sector Standards in the Energy Field (Guo Neng Ke Ji [2015] No. 283). The drafting group carried out extensive investigation and research, earnestly summarized practical experience, and revised this Code on the basis of a wide solicitation of opinions.
The main technical contents of this Code are: basic requirements, rural survey, survey of city and town, special item survey, enterprise and public institution survey, social and economic survey, and requirements and results for staged work.
The main technical contents revised in this Code are set out in the items below.
A chapter on the enterprise and public institution survey has been added.
A chapter on the social and economic survey has been added.
A chapter on the requirements and results for staged work has been added.
The contents relating to the organization and the procedure of the inventory survey and census have been deleted.
The contents relating to the relocatee population and to the land survey have been supplemented and improved.
The contents relating to the memorial facilities for heroes and martyrs have been supplemented and improved.
This Code is under the administration of the National Energy Administration. The China Renewable Energy Engineering Institute (Hydropower and Water Resources Planning and Design General Institute) proposed this Code and is responsible for its routine administration, while the Standardization Technical Committee for Hydropower Planning and Reservoir Environmental Protection of the energy sector is responsible for the interpretation of its specific technical contents. Comments and suggestions arising during implementation should be sent to the China Renewable Energy Engineering Institute, at No. 2 Liupukang Beixiaojie, Xicheng District, Beijing, postcode 100120.
As stated on the title page, the chief editing department of this Code is the China Renewable Energy Engineering Institute, the approving authority is the National Energy Administration, and the date of implementation is 1 May 2019.

1 Scope
NB/T 10102-2018 sets out how the physical inventory is surveyed on land requisitioned for a hydropower project, replacing DL/T 5377-2007. Before a reservoir is filled, everything that will be inundated or taken has to be counted and recorded, because that count is the basis on which every household and enterprise is compensated and resettled: the code exists to make the count defensible. 1.0.1 This Code is formulated in order to standardize the work of inventory survey and census of the land requisitioned for the construction of hydropower projects.
1.0.2 This Code is applicable to the inventory survey and census of the land requisitioned for the construction of hydropower projects.
1.0.3 The inventory survey and census of land requisition for hydropower project construction shall be based on the laws and regulations of the State and of the provinces, autonomous regions and municipalities directly under the Central Government; it shall follow the principles of objectivity and impartiality, openness and fairness, and completeness and accuracy, and shall reflect the state of the inventory indicators truthfully and in accordance with the facts.
1.0.4 At the feasibility study report stage, the results of the inventory survey and census of land requisition for hydropower project construction shall take the time at which the survey announcement issued by the provincial people's government takes effect as the cut-off time of the statistics.
1.0.5 The inventory survey and census of land requisition for hydropower project construction shall comply with the relevant provisions of the current sector standard Code for Design of Resettlement Planning for Land Requisition of Hydropower Projects DL/T 5064.
1.0.6 In addition to complying with this Code, the inventory survey and census of land requisition for hydropower project construction shall also comply with the provisions of the relevant current national standards.
2 Basic Requirements
2.0.1 The scope of the inventory survey and census shall be the treatment scope of the land requisitioned for construction.
2.0.1 For relocatees moved to distant places, the houses, annexes and scattered trees that are owned by the individual relocatees and that lie within the area of the collective economic organization to which they belong shall also be brought within the scope of the inventory survey and census.
2.0.2 The inventory indicators may be surveyed, classified and summarized under the four parts of rural areas, cities and towns, special items, and enterprises and public institutions.
2.0.2 Enterprises and public institutions situated in rural areas and in cities and towns shall be dealt with in accordance with the provisions of the chapter on the enterprise and public institution survey.
2.0.3 The items of the inventory survey and census shall mainly include the relocatee population, land, buildings, structures, facilities, equipment, forests and other attachments, as well as mineral resources, cultural and historic relics and memorial facilities for heroes and martyrs.
2.0.3 The inventory survey and census shall ascertain the item, the ownership, the quantity, the quality, the location and the other relevant attributes of the objects surveyed.
2.0.4 In conjunction with the inventory survey and census, a survey of the social and economic conditions of the area concerned shall be carried out; the contents of that survey should include the resources, the society, the economy and the development of the area.
2.0.5 The inventory survey and census shall take lawful and valid statistical data together with household registers and land and real estate certificates as its basic evidence.
2.0.6 The inventory survey and census shall be organized and carried out in accordance with the provisions of the State and of the provincial people's governments, and the procedures for the survey and for the confirmation of the survey results shall be duly performed.
2.0.7 New information and digital technologies should be adopted for the inventory survey and census.
2.0.7 For important inventory objects such as houses, image records shall be collected on site at the time of the survey.
3 Rural Survey
3.1.1 The rural survey shall mainly include the survey of villagers' committees, rural collective economic organizations, individual businesses, administrative units below township level, and enterprises and public institutions located within residential points, all of them lying outside the built-up areas of cities and towns.
3.1.2 The items of the rural survey shall mainly include the relocatee population, houses and annexes, land, scattered trees, rural small special facilities and agricultural and sideline facilities, individual businesses, cultural, educational and sanitation facilities, religious facilities and other items.
3.1.3 The form for the rural inventory survey and census of the land requisitioned for construction should comply with the relevant provisions of Appendix A of this Code.
3.2.1 The relocatee census shall be a census of the permanent population that has to change its place of residence because of the land requisitioned for construction, both inside and outside the relocation line of the land requisitioned for construction. A population meeting either of the following conditions shall be registered as relocatee population.
3.2.1 Item 1: the permanent population that has a dwelling and a registered household at the place of relocation, together with the servicemen, students and similar persons whose household registration has been temporarily transferred out of that household.
3.2.1 Item 2: the population that the provinces, autonomous regions and municipalities directly under the Central Government provide is to be included in the survey registration.
3.2.2 The relocatee population shall be surveyed and registered down to the individual person, taking the household as the unit of survey and registration. The contents of the survey registration shall meet the following requirements.
3.2.2 Item 1: the items surveyed by household shall include the name of the head of the household, the address and the number of persons.
3.2.2 Item 2: the items surveyed by person shall mainly include the personal name, the relationship to the head of the household, the sex, the ethnic group, the year and month of birth, the level of education, the identity card number, the occupation followed, the nature of the household registration and the place where the household registration is held.
3.2.3 The registered household population shall be registered on the basis of the resident household register, and the housing situation shall be supported by the relevant certifying material; other population surveys shall be carried out in accordance with the relevant provisions of the provinces, autonomous regions and municipalities directly under the Central Government.
3.3.1 The classification of houses and of annexes shall meet the following requirements.
3.3.1 Item 1: houses shall be classified according to structure and according to use. By structure they are divided into steel structure, reinforced concrete structure, composite structure, brick and timber structure, earth and timber structure, timber structure and other structures.
3.3.1 Item 1, continued: other structures shall be classified according to the actual situation, and houses of the same structure may be further subdivided into grades where this is required.
3.3.1 Item 2: the categories of annexes shall mainly include cooking stoves, drying grounds, floors and yards, manure pits, enclosing walls, gate towers, water ponds, water pipes, cellars, biogas digesters, drying terraces and wells, and they may be classified by structure, by material and by specification.
3.3.1 Item 3: where the provinces, autonomous regions and municipalities directly under the Central Government have made provisions, those provisions shall be followed.
3.3.2 The measurement of houses in the survey shall comply with the following provisions.
3.3.2 Item 1: the classification and the measurement of houses shall be registered in accordance with lawful and valid certificates. For houses without a certificate, after confirmation by the competent authority of the sector, measurement and registration shall be carried out in accordance with the relevant provisions of the current national standard Code for Real Estate Surveying, Unit 1: Rules for Real Estate Surveying GB/T 17986.1.
3.3.2 Item 2: where the storey height of a house does not reach the standard, the building area may be combined with the living habits and the characteristics of use of the local residents and a storey height coefficient should be taken into account. The single storey height coefficient shall comply with the provisions of Table 3.3.2.
Table 3.3.2, Single storey height coefficient: where the storey height h is equal to or greater than 2.0 m, the coefficient is 1.0.
Table 3.3.2: where the storey height h is equal to or greater than 1.8 m and less than 2.0 m, the coefficient is 0.8.
Table 3.3.2: where the storey height h is equal to or greater than 1.5 m and less than 1.8 m, the coefficient is 0.6.
Table 3.3.2: where the storey height h is equal to or greater than 1.2 m and less than 1.5 m, the coefficient is 0.4.
Table 3.3.2: where the storey height h is less than 1.2 m, the coefficient is 0.
Table 3.3.2, remarks column: the coefficients above apply on the condition that the floor slab of the storey is complete.
