6.1 Format check

Check the structure and integrity of the data, including whether the data source is legal, the data encoding format is compliant, and the required fields are complete and the name is in compliance.

6.2 Range check

The reasonableness check is performed on the value range of the data, and the data exceeding the range is incorrect data. According to social organization business metadata Specification, the range of the relevant metadata is as follows.

a) Approval date <= data reporting date;

b) The date of data reporting >= the date determined by the charity >= September 1, 2016;

c) the date of approval <= the date of issuing the certificate <= the date of data reporting;

d) the date of approval <= the validity of the certificate <= the date of data reporting;

e) If the type of social organization in {1,2,3}; that is, the type of social organization is specified (1- social group, 2-private non-enterprise unit, 3-Foundation) one of them;

f) If the type of social organization = (1 or 2), the approval date is >= October 25, 1998, and if the type of social organization = 3, approve Date >= June 1, 2004;

g) The type of the legal representative's ID in {1,2,3,4,5}; that is, the type of the legal representative's ID is specified (1-ID, 2-Military Officer Pass, 3-Passport, 4-Hong Kong and Macao Residents Mainland Pass, 5-Taiwan Permit));

h) Charity organization logo in {1,0}; that is, one of the required charity organizations (1-charity organization, 0-non-charity organization) Species

i) Public fundraising eligibility identification in {1,0}; that is, the fundraising eligibility identification is required (1- public fundraising qualifications have been obtained, 0- not obtained Eligibility for public fundraising)

j) If the charity organization logo = 1, then the public fundraising qualifications flag = (1 or 0); if the charity organization logo = 0, the public fundraising qualifications Flag = 0;

k) Voluntary service organization identification in {1,0}; that is, the voluntary service organization identification is required (1-voluntary service organization, 0-non-voluntary service Service organization)

l) The status of the social organization in {1,2,3}; that is, the status of the social organization is one of the prescribed (1-normal, 2-cancel, 3-cancel) Species.

Note. " in " means "belongs to" and " or " means "or".

6.3 Consistency check

Consistency checks include consistency checks of spatial, temporal, and logical relationships, as follows.

a) The unified social credit code shall comply with GB 32100-2015 legal person and other organizations unified social credit code coding rules;

b) The name of the social organization contains the words "volunteer service", "volunteer", "volunteer", etc., which is identified as the identity of the voluntary service organization;

c) The name of the social organization matches the type of social organization. For example, if the organization name is suffixed with "foundation", the type is foundation;

d) Type of social organization and the second word in the unified social credit code (1-social group, 2-private non-enterprise unit, 3-fund) Characters remain consistent;

e) If the type of social organization is a foundation, the legal representative ID number is unique in the legal representative database of the social organization;

f) If the type of social organization is a social group, the legal representative ID number is unique in the legal representative bank of the social group;

g) Mainland resident ID numbers should comply with GB 11643-1999 citizenship number verification rules;

h) The expiration date of the certificates of private non-enterprise units and foundations is in principle less than the date of the expiration of the certificate plus 4 years and 1 day. Social organizations the term of validity of the certificate is less than the date of validity of the certificate plus 5 years and 1 day;

i) The residence of social organizations shall be located within the jurisdiction of the registration management authority at the corresponding level.

Appendix A

(Normative appendix) Social organization business metadata check content this appendix gives the main business metadata included in the quality management of social organizations. For other details, see MZ/T 097.

A.1 Unified Social Credit Code Every legal person and other organization has a unique and permanent legal identification number throughout the country.

1st registration management department code (5-civil affairs), 2nd organization category code (1-social organization, 2-private non-enterprise unit, 3-Foundation), 3-8th digit administrative division code of registration management authority, 9-17th digit main body identification code, 18th digit check code.

A.2 Name of social organization the name of the social organization shall comply with the laws and regulations on the registration and management of social organizations and the "Regulations on the Management of the Name of the Foundation" (Order of the Ministry of Civil Affairs No. 26), Provisional Regulations on the Management of the Names of Private Non-Enterprise Units (Min Fa [1999] No. 129) and other provisions.

A.3 Types of social organizations the types of social organizations include social groups, private non-enterprise units, and foundations.

A.4 Registration authority Consistent with the "Uniform Social Credit Code Certificate" issued by the agency preparation department.

A.5 Registration management agency unified social credit code Consistent with the "Uniform Social Credit Code Certificate" issued by the agency preparation department.

A.6 Charity logo

Used to identify whether a social organization is a charitable organization.

A.7 Date of charity identification the date when the social organization was identified as a charity.

Based on Beijing time, the format is YYYY-MM-DD.

A.8 Public Fundraising Qualification Mark Used to identify whether a charity is eligible for public fundraising.

A.9 Volunteer organization identification Used to identify whether a social organization is a volunteer organization.

A.10 Legal representative Chinese characters, English letters, and the name separator (·) are consistent with the legal representative in the registration certificate of a social organization legal person.

Note. The name separator "·" is uniformly represented by "·" (GB 13000 code is 00B7, GB 18030 code is A1A4).

A.11 Types of legal representative's identity documents MZ/T 0XX-2018 Types of documents that can prove the legal representative of a social organization.

A.12 Identification number of legal representative A document number that can prove the identity of the legal representative of a social organization.

A.13 Residence

Social organization residences include provinces (autonomous regions, municipalities), regions (city, state, union), counties (city, flag, district), township (town), village, street Road name and house number.

A.14 Registered funds Expressed in RMB. The unit is 10,000 yuan, accurate to 6 digits after the decimal point.

Note. The data requirements for the establishment of private non-enterprise units and the original funds of the foundation are the same as the registered funds of social organizations.

A.15 Business scope

Consistent with the scope of business in the social organization legal person registration certificate.

A.16 Date of issue

The date on which the social organization legal person registration certificate was issued.

Based on Beijing time, the format is YYYY-MM-DD.

A.17 From the validity of the certificate the start date of the validity period of the social organization registration certificate.

Based on Beijing time, the format is YYYY-MM-DD.

A.18 Expiry of Certificate the end date of the validity period of the social organization registration certificate.

Based on Beijing time, the format is YYYY-MM-DD.

A.19 Date of ratification the date on which the registration authority approves the establishment of a social organization;

Based on Beijing time, the format is YYYY-MM-DD.

A.20 Current status

The current status of social organizations includes normal, cancellation, and revocation.

A.21 Business unit

Consistent with the name on the "Uniform Social Credit Code Certificate" issued by the agency preparation department;

This is an empty social organization.

A.22 Party building leadership Consistent with the name on the "Uniform Social Credit Code Certificate" issued by the agency preparation department.

A.23 Area of activity MZ/T 0XX-2018 the area where a social organization operates is the jurisdiction of its registration authority.

A.24 Date of cancellation Date of cancellation of social organization registration.

a) Based on Beijing time, the format is YYYY-MM-DD;

b) If the status is normal or revoked, this item is empty.
