Scope

LY/T 2253-2014 is the English-translated version of 造林项目碳汇计量监测指南.

LY/T 2253-2014 — This standard specifies the technical content and requirements for the baseline and carbon measurement methods and monitoring procedures for carbon sink measurement and monitoring of afforestation projects.

This standard the afforestation project referred to is a carbon sink afforestation project. This standard applies to carbon sink afforestation project activities with the main purpose of increasing carbon sinks under the greenhouse gas voluntary emission reduction trading system (excluding Carbon sinking and monitoring of bamboo afforestation.

The use of this standard carbon sink afforestation project activity must meet the following conditions. a) The land for the project activity is no forest land since February 16, 2005.

The right to afforestation is clear and has a people's administration at or above the county level.

The land ownership certificate issued by the government; b) the land of the project activity is not in the category of wetlands and organic soil; c) The project activities do not violate the relevant laws, regulations and policies of any country and comply with the national afforestation technical regulations; d) The disturbance of the soil by the project activity is in line with the requirements of soil and water conservation.

For example, the proportion of soil preparation and soil disturbance along the contour line does not exceed 10% of the surface area, except for weeding and loosening soil after afforestation, it is not allowed to repeat the disturbance of the soil; e) Forest land clearing methods (smelting hills) and other artificial fire activities in which the project activities are not burned; f) project activities do not remove surface litter, remove roots, dead wood and harvest residues; g) Project activities will not result in the transfer of agricultural activities (crop planting and grazing) before the start of the project.

Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

This standard is proposed and managed by the Afforestation and Greening Management Department of the State Forestry Administration.

This standard was drafted. Institute of Forest Ecology, Environment and Protection, Chinese Academy of Forestry, Nature Conservation Association, State Forestry Administration Investigate the Planning and Design Institute and the China Green Carbon Exchange Foundation.

Introduction

In order to promote afforestation activities with the main purpose of increasing forest carbon sinks, the amount of carbon sinks generated by carbon sink afforestation activities can be measured, Reportable and verifiable requirements, guide carbon sink measurement and monitoring of afforestation projects, and promote domestic carbon sink afforestation projects to participate in national carbon trading, Formulate the "Guidelines for Measurement and Monitoring of Carbon Sequestration in Afforestation Projects".

This standard uses the United Nations Framework Convention on Climate Change (UNFCCC) on the afforestation and reforestation project under the Clean Development Mechanism (CDM).

The latest methodology is the main framework, with reference to the ISO 14064-2 international standard, drawing on the Intergovernmental Panel on Climate Change.

(IPCC).2006 IPCC Guidelines for the Preparation of National Greenhouse Gas Inventories and IPCC on Land Use, Land-Use Change and Forestry the Good Practice Guide and other related methods. At the same time, this standard refers to the national regulations on the preparation and management of carbon trading methodologies, combined with China's Forest practice activities, forest carbon sink research results, focus on the scientific, rational and operability of standards. To ensure that the standard is standardized, scientific, and in operation, a review team with directors and experts from various relevant departments and fields was set up to guide the preparation of the team.

Modify the work and carefully review the text. The formulation of this standard guides the implementation of domestic carbon sink afforestation related measurement and monitoring activities There's important meaning.

Afforestation activities with special requirements for the implementation of carbon sink measurement and monitoring throughout the growth process. See Chapter 1 for special requirements.

Metering accounting

Prior to the start of the project or the feasibility study report stage, the ex ante calculation of the project emission reductions expected by the project.
