Margin of safety
Consider the uncertain factors of the relationship between the pollution load and the water environment quality of the receiving water body, in order to ensure the improvement of the water environment quality of the receiving water body the amount of load reserved for safety.
4 Basic principles
4.1 Ecological safety priority principle
Guided by maintaining the ecological functions of the river basin and ensuring the ecological safety of the river basin, aiming at practical problems, we propose to compare the national water pollutant discharge standards Stricter emission control requirements.
4.2 Principle of technical and economic feasibility
Technological and economical demonstration of the emission limit proposed based on the demand for water environment quality improvement, and the technical route and economic cost for reaching the standard Feasibility Analysis. For pollution sources that are difficult to meet the standards, a phased implementation of emission control requirements can be proposed.
4.3 The principle of division and classification differentiation Distinguish different regions, comprehensively consider the characteristics of environmental water bodies, water environment quality improvement needs and the distribution characteristics of pollution sources, and discharge pollution sources Different water pollutants stipulate different emission control requirements such as strengthening protection, strict control and general control.
4.5 Systematic principles of comprehensive policy
Coordinate the promotion of pollution reduction and ecological capacity expansion. Analyze the environmental benefits expected to be achieved by implementing the water pollutant discharge standards in the river basin.
If the environmental benefits are not obvious, the focus is on non-point source emission reduction, protection of ecological flow, and adoption of water ecological environmental protection measures.

, pollution sources must not directly discharge water pollutants into the area in any way. The distance from the main stream or the main stream A certain section and the area within a certain distance along the lake and reservoir are used as buffer zones for enhanced protection. Need to delimit the main stream of the buffer zone (Or river section), the list of lakes and reservoirs, and the specific scope of the buffer zone can be given in the standard or specified by the districted municipal people's government Determine it by itself and report it to the provincial competent department of ecological environment for the record and make it public.
