The following terms and definitions apply to this standard.

Self-monitoring Refers to the sewage unit to grasp the unit of pollutant emissions and its impact on the surrounding environment, etc., according to the phase Customs laws and regulations and technical specifications, organized by the environmental monitoring activities.

Key pollutant discharge unit Means within the administrative area determined by the relevant department of the competent department of environmental protection of the local people's government at or above the district the focus of the sewage unit.

External monitoring point Refers to the use of sewage units (including the discharge to the public sewage treatment system) to monitor the discharge of sewage through the discharge port to the environment emissions, Waste water) contaminant status monitoring point.

Internal monitoring points Refers to the monitoring point for monitoring the import of pollution control facilities, sewage treatment plant water and other pollutants, or monitoring process the process of the impact of specific pollutants to produce emissions of the characteristics of the monitoring parameters of the bit.

4 General requirements for self-monitoring

4.1 Develop monitoring programs

Sewage units should identify all sources of pollution, determine the main sources of pollution and the main monitoring indicators, develop monitoring programs. Monitoring party the contents include. the basic situation of the unit, monitoring points and schematics, monitoring indicators, the implementation of standards and their limits, monitoring frequency, Sampling and sample preservation methods, monitoring and analysis methods and instruments, quality assurance and quality control.

The new sewage disposal unit shall complete the preparation of the self-monitoring program before it is put into production or use and the actual discharge action and related preparation work.

4.2 Setting up and maintaining monitoring facilities

The pollutant discharge unit shall meet the requirements for monitoring facilities required for monitoring. Waste water discharge port the monitoring platform, monitoring section and monitoring hole should be set to meet the monitoring requirements. The monitoring platform should facilitate monitoring activities, should be able to ensure the safety of monitoring personnel.

Wastewater emissions greater than 100 tons/day, should be installed automatic flow measurement facilities and carry out automatic flow monitoring.

4.3 to carry out self-monitoring Sewage units should be in accordance with the latest monitoring program to carry out monitoring activities, according to their own conditions and ability to use their own staff, Places and equipment to monitor their own; can also be commissioned by other qualified seized (monitoring) test institutions on their behalf to carry out self-monitoring.

The self-monitoring annual report on the holding of the pollutant permit can be reflected in the annual implementation report of the sewage permit.

4.4 Do a good job monitoring quality assurance and quality control

Sewage units should establish a self-monitoring quality management system, in accordance with the relevant technical requirements to do a good job monitoring quality assurance and quality Quantity control.

4.5 Record and save monitoring data

The pollutant discharge unit shall do a good job in keeping with the data records related to the monitoring and keep it in accordance with the relevant regulations and shall, in accordance with the relevant laws and regulations, to monitor the results.

5 Monitoring program development

5.1 Monitoring content

5.1.1 Monitoring of pollutant emissions

Including exhaust pollutants (in an organized or unorganized form), waste water contaminants (discharged directly into the environment or discharged Public sewage treatment system) and noise pollution.

5.1.2 Peripheral environmental quality impact monitoring

Pollutant discharge standards, environmental impact assessment documents and their approval or other environmental management has a clear requirement, the sewage unit should be in accordance with the requirements of its surrounding air, surface water, groundwater, soil and other environmental quality to monitor; other sewage Bit according to the actual situation to determine whether to carry out the impact of peripheral environmental impact monitoring.

5.1.3 Monitoring of critical process parameters

In some cases, it is possible to test the key process parameters that are closely related to the generation and discharge of pollutants.

Charge pollutant discharge monitoring.

5.1.4 Pollution control facilities treatment effect monitoring

If the environmental management documents such as pollutant discharge standards have special requirements for pollution control facilities, or if the pollutant discharge unit considers it necessary We want to deal with pollution control facilities to monitor treatment effect.

5.2 Exhaust emission monitoring

5.2.1 Organized emissions monitoring
5.2.1.1 Identify major sources of pollution and major discharge ports

The following sources of exhaust pollution sources are the main sources of pollution.

A) Boilers and gas turbines with a single output of 14MW or 20t/h and above;

B) Industrial furnaces (cement kilns, coke ovens, smelting furnaces, incinerators, melting furnaces, iron ore sintering furnaces, Heating furnace, heat treatment furnace, lime kiln, etc.);

C) chemical equipment production process reaction equipment (chemical reactor/tower, distillation/evaporation/extraction equipment, etc.);

D) other sources of pollution equivalent to those listed above.

Discharge ports that meet the following conditions are the main discharge ports.

A) Emissions from major sources of pollution;

B) the main discharge port identified in the Technical Code for the Application and Issuance of the Discharge Permit;

C) for a number of pollution sources share a discharge port, where the main source of pollution are the main discharge port.

5.2.1.2 Monitoring points

A) Outside the mouth monitoring points. point set should meet the GB/T 16157, HJ 75 and other technical specifications. Net flue gas the original flue gas mixed emissions, should be in the exhaust pipe, or flue gas confluence of mixed flue set on the monitoring point; net flue gas directly row Put, should be set in the net flue gas flue monitoring points, bypass flue should also set the monitoring point.

B) Internal monitoring point setting. When the pollutant discharge standards in the pollutant treatment effect requirements, should enter the corresponding the import and export of the pollutant treatment facility unit sets the monitoring point. When the environmental management document is required, or the sewage unit considers it necessary to set up, you can set the corresponding monitoring content to carry out the internal monitoring points.

5.2.1.3 Monitoring indicators

The monitoring indicators for the monitoring of the outer discharge should include at least the national or local pollutant discharge (control) standards, Environmental impact assessment documents and their approval, sewage permits and other relevant provisions of the relevant provisions of the pollutants clearly defined. Sewage unit should also be based on the production process of raw and auxiliary materials, production processes, the middle and the final product to determine whether the emissions into the relevant toxic Pollution or priority control of pollutants in the list of pollutants, or other toxic pollutant indicators, these indicators should also be included in the monitoring index.

For the monitoring points of the monitoring points of the main discharge ports, the following conditions are met as the main monitoring indicators.

A) Sulfur dioxide, nitrogen oxides, particulate matter (or soot/dust), emissions of volatile organic compounds index;

B) toxic pollutants that can accumulate long-term adverse effects on humans in the environment or animals and plants (toxic Harmful or priority control of pollutants related to the list, the list of indicators of pollutants prevail);

C) pollutants in the area where the environmental quality of pollutants exceeded the target.

The monitoring indicators of the internal monitoring points are determined according to the main purpose of the point setting.

5.2.1.4 Frequency of monitoring

A) Identify the basic principles of monitoring frequency the pollutant discharge unit shall, on the basis of satisfying the requirements of this standard, follow the following principles to determine the different monitoring indicators Monitoring frequency.

1) should not be lower than the national or local standards, normative documents, planning, environmental impact assessment documents and their approval and so clearly defined the frequency of monitoring;

2) the frequency of monitoring of the main discharge ports is higher than that of the non-major discharge ports;

3) The monitoring frequency of the main monitoring indicators is higher than other monitoring indicators;

4) should be appropriate to increase the frequency of monitoring in sensitive areas;

5) If the emission situation fluctuates greatly, the frequency of monitoring should be increased appropriately;

6) the stability of the status of the poor conditions need to increase the frequency of monitoring, compliance with the situation can be appropriate to reduce the frequency of monitoring;

7) Monitoring costs should be consistent with the capacity of their own sewage companies, try to avoid duplication of monitoring.
