Foreword
This specification is the revision of HG/T 20546-1992 "Design specification of equipment layout for chemical plant", carried out by the National Technical Center Station for Chemical Process Piping Design together with China Tianchen Engineering Corporation and Hualu Engineering and Technology Co., Ltd., organized by China Petroleum and Chemical Engineering Survey and Design Association, in accordance with the requirements of the National Development and Reform Commission (Fa Gai Ban Gong Ye [2006] No. 1093) and China Petroleum and Chemical Industry Association (Zhong Shi Hua Xie Ke Fa [2006] No. 112).
This specification consists of the following five parts:
HG/T 20546.1-2009 Design specification of equipment layout for chemical plant - Part 1: Requirements for content and depth
HG/T 20546.2-2009 Design specification of equipment layout for chemical plant - Part 2: Design engineering requirements
HG/T 20546.3-2009 Design specification of equipment layout for chemical plant - Part 3: Requirements for professional technical management
HG/T 20546.4-2009 Design specification of equipment layout for chemical plant - Part 4: Conditions to be provided
HG/T 20546.5-2009 Design specification of equipment layout for chemical plant - Part 5: Design technical requirements
From the date of issue, this specification replaces HG/T 20546.1~20546.5-1992 "Design specification of equipment layout for chemical plant".
During the revision of this specification, in accordance with the relevant national laws and regulations and in combination with the actual practice of engineering design of the engineering companies (design institutes), fairly extensive investigation and research were carried out, the experience gained since the implementation of the original specification was conscientiously summarized, and advanced technical achievements at home and abroad were absorbed; the provisions of the original specification that do not meet current requirements were deleted or amended; some new content was added, while some content of the original specification was adjusted, and newly emerging forms of expression such as graphics were supplemented, making the expression more specific. The revised standard strives to be leading in design concept, advanced in design technology and practical in its design provisions, so as to achieve the purpose of guiding design organizations in their design. Finally, it was reviewed and finalized by the competent standardization department together with the parties concerned.
In accordance with the requirements of the "Rules for drafting engineering construction standards of the chemical industry" (1997) (hereinafter referred to as the "Drafting Rules"), this revision adds a table of contents, general provisions, an explanation of wording and an explanation of provisions, and renumbers the chapters, sections, clauses, sub-clauses and items.
The editions of the equipment layout drawing are changed from the original seven editions A to G into four editions: preliminary edition, confirmed edition, design edition and construction edition. Each user organization may, according to the specific requirements of the project, add equipment layout drawings of an approval edition and a bidding edition on its own.
The content of Chapter 5 of the original specification (HG/T 20546.1-1992) is deleted.
The contents of Clause 4.1.4 and Sub-clause 4.2.1.6 of the original specification (HG/T 20546.2-1992) are deleted.
The contents of Chapter 6 and Chapter 7 of the original specification (HG/T 20546.3-1992) are deleted.
The layout of filling stations, flares and stacks, and the plant layout design requirements are added.
The clear heights of some maintenance passages are added.
The contents of noise control, local lighting, electrostatic grounding and equipment lifting are adjusted.
This specification was proposed by and is under the jurisdiction of China Petroleum and Chemical Industry Association.
With the development needs of the construction of engineering projects, design work is also developing in a more specialized and international direction. Although every effort has been made to perfect this specification during its revision, there may still be shortcomings. During its implementation, user organizations are requested to conscientiously summarize experience and accumulate data in combination with engineering practice and scientific research; if anything is found to need amendment or supplement, please send comments and relevant data to the National Technical Center Station for Chemical Process Piping Design (address: No. 7 Yinghuayuan East Street, Chaoyang District, Beijing; postcode: 100029) for reference in future revisions.

HG/T 20546.1-2009 Design specification of equipment layout for chemical plant - Part 1: Requirements for content and depth
1 General provisions
1.0.1 This part of the specification is formulated in order to improve the quality of engineering design of chemical plants and to unify the content and depth of the basic engineering design and detailed engineering design documents for equipment layout of chemical plants.
1.0.2 This part is applicable to the equipment layout design of newly built, extended or reconstructed process plants in the chemical industry. The petroleum, petrochemical, light industry and textile, pharmaceutical and other industries may refer to it for implementation.
1.0.3 In addition to complying with this part and with the other four parts of this specification (HG/T 20546.2 ~ HG/T 20546.5), equipment layout design shall also comply with the current relevant standards of the nation.
2 Composition and brief description of design product documents
2.1 Composition of design product documents
2.1.1 The design product documents (engineering design) of the equipment layout discipline are as follows:
1 Index of the equipment layout discipline;
2 Equipment layout drawings.
2.2 Brief description of design product documents
2.2.1 Index of the equipment layout discipline.
The design product documents of the equipment layout discipline shall be listed.
2.2.2 Equipment layout drawings.
Engineering design is divided into two stages: the basic engineering design stage and the detailed engineering design stage.
1 In the basic engineering design stage, two editions of the equipment layout drawing are prepared.
1) Preliminary edition equipment layout drawing (abbreviated as "Preliminary edition");
The equipment layout drawing is prepared on the basis of the process design package and the standards and codes cited in this specification, in combination with the specific conditions of the project.
2) Confirmed edition equipment layout drawing (abbreviated as "Confirmed edition").
On the basis of the piping and instrument diagrams of the corresponding edition, the process documents and data developed and confirmed by the other disciplines concerned, and the review comments of the user, the "Preliminary edition" is modified and completed to become the product document of the basic engineering design stage.
2 In the detailed engineering design stage, two editions of the equipment layout drawing are prepared.
1) Design edition equipment layout drawing (abbreviated as "Design edition");
This edition is completed on the basis of the "Confirmed edition", according to the official replies of the government departments concerned and the data documents confirmed by the disciplines concerned, and is used by the disciplines for carrying out the formal detailed engineering design.
2) Construction edition equipment layout drawing (abbreviated as "Construction edition").
The "Design edition" is modified according to the requirements of piping design and the design requirements of other disciplines, to become the final "Construction edition" equipment layout drawing.
