GB/T 8223.2-2025 is the Chinese national standard covering the work plan that value engineering follows — the object of the study and the life cycle cost it is meant to control, the six stages of preparation, analysis, creation, evaluation, formation and implementation, what is done at each and the conditions that have to be met before the next one begins, since adherence to the plan is what separates value engineering from ordinary cost cutting. Part 2 of the series, with the general terms part GB/T 8223.1. Issued on 1 August 2025, it has been in force since 1 February 2026, replacing GB/T 8223-1987.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document is Part 2 of GB/T 8223 Value Engineering. GB/T 8223 has been published in the following parts.

— Part 1: General terms;

— Part 2: General working procedures.

This document replaces GB/T 8223-1987 "Basic Terms and General Working Procedures of Value Engineering" and is consistent with GB/T 8223-1987.

In addition to structural adjustments and editorial changes, the main technical changes are as follows.

a) Change “General Principles” to “General Principles” (see Chapter 4, Chapter 2 of GB/T 8223-1987), and delete the definition of “value engineering”. (See 2.1 of GB/T 8223-1987);

b) Added a chapter on "Composition of General Work Procedures" and incorporated the relevant contents of Chapter 4 of GB/T 8223-1987 into the (See Chapter 5, Chapter 4 of GB/T 8223-1987);

c) Changed “general work procedures” to “universal work procedures”, changed the phase division of the work procedures, refined the operating instructions, and added The passing conditions for each stage have been added (see Chapter 6, Chapter 4 of GB/T 8223-1987).

Introduction

Value engineering is an organized and creative activity that uses functional and economic methods to maximize the value of Value engineering is usually used in the general management level of an organization and has a significant impact on improving organizational efficiency and competitiveness.

In order to better promote the understanding of value engineering and technical exchanges in organizations, China has formulated GB/T 8223 Value Engineering, which is to be It consists of parts.

— Part 1: General terms. The purpose is to define the general terms and definitions of value engineering.

— Part 2: General working procedures. The purpose is to establish a general working procedure for the implementation of value engineering.

One of the characteristics that distinguishes value engineering from other analysis or problem-solving methods is strict adherence to the work plan.

Establishing a general work procedure is crucial to the effective implementation of value engineering. In 1987, China issued GB/T 8223-1987.

"Basic Terms and General Working Procedures of Value Engineering" stipulates basic terms, definitions and general working procedures for carrying out value engineering activities.

However, over the past thirty years, value engineering methods and technologies have made great progress, and relevant regulations have become quite different from international practices.

For example, the International Value Engineering Association expands the value engineering work process into preparation, information, analysis, innovation, evaluation, formation, demonstration and implementation.

In view of this, the general working procedures in GB/T 8223-1987 are revised.

In the activities of product design and development, scheme selection, etc., through organizing scientific research, design, manufacturing, management, procurement, supply and marketing, and finance, Disciplines, experienced personnel participate together, give full play to the knowledge and experience of personnel in all aspects and links, in order to maximize the improvement of products, processes, The value of services and systems.

1 Scope

This document establishes the general principles and common working procedures of value engineering, and stipulates the preparation, analysis, creation, evaluation, formation, implementation and The operation instructions of each stage and the passing conditions of each stage.

This document is applicable to all types of organizations in carrying out value engineering.

The terms and definitions defined in GB/T 8223.1 apply to this document.

4 General

4.1 Purpose

To maximize the control of the life cycle cost of the value engineering object and reliably realize the functions required by the user to obtain the best comprehensive benefit.

4.2 Value Engineering Objects

Anything that incurs costs to obtain a function can be the object of applied value engineering.

4.3 Main features and requirements

The main features of value engineering are as follows.

a) Based on meeting the functional needs of users, the starting point is to maximize the control of life cycle costs;

b) creative activities aimed at increasing value;

c) Conduct functional analysis on value engineering objects and systematically study the relationship between function and cost;

d) Adopt a collaborative management model.

Value engineering should be carried out in an organized and planned manner according to a certain work procedure.
