Foreword

This document was issued on 29 May 2025 by the Ministry of Housing and Urban-Rural Development of the PRC, jointly with the State Administration for Market Regulation and takes effect on 1 October 2025.

It is a GB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies.

This standard was approved and issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China as Announcement No. 83 of 2025, dated 29 May 2025, and takes effect on 1 October 2025.

On its implementation date it supersedes the industry standard CJJ 51-2016 "Technical code for safety of operation, maintenance and rush-repair of city gas facilities", which is abolished at the same time.

The standard was drafted following a request from the Department of Standards and Quotas of the Ministry of Housing and Urban-Rural Development for the revision of the technical standard on the safety of operation, maintenance and rush-repair of city gas facilities. The drafting group carried out extensive investigation and research, summarised practical experience, referred to the relevant international and foreign advanced standards, and drew up the standard after wide consultation.

The main content of the standard is: general provisions; terms; basic requirements; work management; operation and maintenance of plant and station facilities; operation and maintenance of transmission and distribution pipelines, pressure regulating facilities and user gas facilities; information management systems; emergency rush-repair; and drawings and records.

The Ministry of Housing and Urban-Rural Development is responsible for the administration of this standard.

The drafting organisations include gas utilities from across the country, among them Tianjin Runhua Gas, Guangzhou Gas Group, Changchun Natural Gas Group, Shenyang Gas Group, Wuhan Energy Group, Wuhan Gas Group, Guizhou Gas Group, Hangzhou Gas Group, Nanjing Gangwa Gas, Xi'an Qinhua Gas Group and Zhengzhou China Resources Gas, together with the Beijing Gas and Heating Engineering Design Institute, the Beijing Municipal Engineering Design and Supervision Institute, the Beijing Institute of Public Utilities Science and a group of instrument and equipment makers including Goldcard Smart Group, Hanwei Technology, Hangzhou Xianfeng Electronics and Shanghai Feiao Gas Equipment.

1 Scope

GB/T 51474 is the Chinese national standard for the safe operation, maintenance and emergency repair of city gas facilities: the network that carries gas from the gate station to the meter in a flat. It is the text that governs how a Chinese gas utility works, and it is written from the point of view of the thing going wrong: routine and special work permits, plant and station facilities from the gate station through compressed natural gas, liquefied natural gas, liquefied petroleum gas and storage, then transmission and distribution mains, pressure regulating facilities and the user's own installation, then the information systems, SCADA, GIS, customer service and dispatch, that the utility runs the network on, and finally a full clause on emergency rush-repair: preparedness, alarm reception and early warning, response and coordination, on-site handling and restoration. The 2025 edition, effective 1 October 2025, replaces the industry standard CJJ 51-2016 and raises it to a national standard. For a gas utility, a contractor or an insurer working in China, this is the operating rulebook.
