The following terms and definitions apply to this document.

3.1 Comprehensive Category

3.1.1 Forest pests Animals, plants, and pathogenic microorganisms that pose a threat or harm to forestry plants and their products, forest ecosystems, etc.

Note. This includes both native and invasive forest pests. Native forest pests refer to those originating in my country that harm forestry plants and their products, as well as forests. Animals, plants, and pathogenic microorganisms that pose a threat or harm to ecosystems. Invasive forest pests refer to those originating from abroad that have been introduced into my country and established there. Animals, plants, and pathogenic microorganisms that pose a threat or harm to forestry plants and their products, forest ecosystems, etc.

3.1.2 Major forest pests Forest pests are highly harmful to forestry plants and their products, and can easily cause significant economic, ecological and social losses.

Note. This includes quarantine pests, hazardous pests, outbreak pests, and newly introduced or discovered forest pests that, after risk assessment, may cause harm.

3.1.3 Forest pest disaster Harmful organisms are those that damage the economic, ecological, and social functions of forestry plants and their products.

3.1.4 A forestry pest disaster that occurs suddenly, causes or may cause serious harm, and requires emergency response measures.

3.1.5 occurrence Under natural conditions, the population size of forest pests or the degree of damage to host plants reaches the statistical threshold (mild).

3.1.6 Occurrence degree The occurrence, development, and harm of forest pests in forests.
