5.1 Organizational Safeguards

5.1.1 Amusement parks should clearly define their organizational leadership structure and the department in charge of natural disaster prevention.

5.1.2 The principal person in charge of the amusement park is responsible for natural disaster prevention within the unit and bears full responsibility for natural disaster prevention within the unit.

5.1.3 Amusement parks should designate a natural disaster prevention manager to assist the principal person in charge in fulfilling their natural disaster prevention responsibilities.

5.1.4 Amusement parks should establish emergency rescue teams (or part-time rescue teams) based on the characteristics of natural disasters in their jurisdiction.

5.1.5 Amusement parks should establish connections with local industry regulatory authorities, fire and rescue departments, relevant social organizations, and community-based natural disaster monitoring and prevention personnel. 5.2 Determine the key defense areas

5.2.1 Amusement parks should, in accordance with GB/T 40112, GB/T 42103, DZ/T 0286 and the natural disaster zoning levels issued by governments at all levels, combine... Based on the lessons learned from historical disasters within this unit, region, and industry, and taking into account the location, number, and timing of tourist activities, safety risks are identified. 5.2.2 Amusement parks should create natural disaster risk maps as needed, based on actual circumstances. Natural disaster risk maps should include, but are not limited to, the following information.

a) Major risk points and their classification and grading, such as rainstorm risk points, lightning risk points, geological disaster risk points, strong wind risk points, etc.;

b) Important equipment and facilities, such as cableways, amusement facilities, boilers, pressure vessels and gas cylinders, pressure pipelines, and public utilities for power supply/water supply/gas supply. 5.2.3 Natural disaster risk maps should be internally reviewed annually; in the event of a major natural disaster or changes in the natural and social environment of the jurisdiction, When there are significant changes in disaster prevention and mitigation resources, risk assessments should be conducted promptly and natural disaster risk maps should be updated.

5.2.4 Natural disaster risk maps should be communicated to tourists, employees and relevant parties through science popularization corridors, bulletin boards (windows, signs, screens) and other means.

5.2.5 Amusement parks can conduct and complete key tasks related to natural disaster prevention by "simultaneously assessing risks, identifying potential hazards, and rectifying them." Sure.

5.3 Establish and improve defense systems and contingency plans

5.3.1 Based on the natural disaster risk assessment, and in accordance with the relevant requirements of GB/T 42104 and its Table A.3, the amusement park shall establish its own risk assessment system. 5.3.2 Amusement parks should closely integrate the actual conditions of their region and unit with the relevant requirements of GB/T 42100 when conducting disaster risk assessments and analyses. b) Emergency organization and responsibilities;

c) Disaster reporting and information dissemination;

d) Emergency response levels and corresponding procedures and measures;

5.3.4 When the circumstances specified in

10.2.2 of GB/T 42100-2022 occur, the amusement park shall promptly revise its natural disaster emergency plan.

5.4 Construct and improve defense facilities and measures

5.4.1 Amusement parks should, in conjunction with the identified natural disaster risk points, construct and improve targeted defense facilities and measures, as well as monitoring facilities. 5.4.2 Amusement parks should install clear and consistent directional signs in accordance with GB/T 31384; and signage should be installed in areas prone to natural disasters and near major hazard sources. 5.5 Emergency supplies and equipment

5.5.1 Amusement parks should allocate materials and equipment in a targeted manner according to their actual needs for natural disaster emergency response, and establish an emergency material and equipment maintenance system. Establish a maintenance and upkeep system and implement regular inspections and maintenance to ensure that the equipment is in good condition. 5.5.2 Amusement parks should establish and manage emergency supplies and equipment ledgers, clearly defining the types, quantities, storage locations, and management procedures for each type of supply and equipment. Management personnel and update cycle.

5.5.3 Amusement parks should strengthen their emergency communication support capabilities, improve dedicated emergency communication systems, equip themselves with satellite communication telephones, and establish technological advantages. 5.6 Training and Drills

5.6.1 Amusement parks should, based on the potential for natural disasters in the area, organize and conduct training for relevant management personnel and experts in natural disaster prevention. Training and assessment of professional and service personnel to ensure they are proficient in natural disaster emergency plans, the use of emergency equipment, and related procedures. 5.7 Inspection, Testing, and Safety Assessment

5.7.1 Amusement parks should establish a natural disaster inspection, testing, and safety assessment system based on GB/T 42102 and their own specific circumstances, and conduct inspections at all levels. The timing, scope, targets and priorities, content, standards, cycle, procedures, personnel, and rectification measures after problems are discovered for various inspections, tests, and safety assessments. 5.7.2 The scope of inspection, testing, and safety assessment of natural disaster risk points and their mitigation measures includes, but is not limited to.

a) Site environment;

b) Buildings and their non-structural appurtenances;

c) Equipment and facilities such as manned equipment and facilities, oil and gas pipelines, lightning protection facilities, and natural disaster monitoring systems;

d) Emergency supplies and equipment;

e) Hazard mitigation measures;

f) The establishment, improvement, and implementation of management systems;

g) Other legally required or necessary content.

5.7.3 Amusement parks should organize daily inspections and patrols of natural disaster prevention measures, as well as special safety inspections. Pre-disaster and post-disaster inspections should preferably be conducted according to... The relevant requirements in

6.1 Before a natural disaster strikes

6.1.1 Upon receiving a natural disaster early warning signal or discovering signs of disaster, the person responsible for natural disaster prevention or the manager of the amusement park should promptly organize... Conduct risk assessments and activate emergency responses, and deploy various disaster prevention measures.

6.1.2 Common measures to be taken before a disaster strikes are as follows:

a) Disaster warning information and emergency evacuation measures should be disseminated through various channels such as radio, television, electronic display devices, and websites to ensure information dissemination. Communication without blind spots;

b) Organize and conduct corresponding pre-disaster inspections (applicable to disasters with advance forecasts, such as typhoons, rainstorms, and blizzards), and the pre-disaster inspection items for each disaster type. The table of contents can be compiled with reference to Appendix G;

6.2 During natural disasters

6.2.1 After a major natural disaster occurs, the person responsible for natural disaster prevention at the amusement park should, based on the level of the natural disaster and the specific circumstances of the unit, take appropriate measures. Take one or more of the following emergency response measures.

a) Organize the rescue and treatment of victims, evacuate and properly resettle threatened persons, and take other relief measures;

b) Quickly control the source of danger, seal off dangerous locations, and demarcate a warning zone;

c) While ensuring safety, promptly repair damaged public facilities such as transportation, communication, water supply, drainage, power supply, gas supply, and heating, and provide assistance to [relevant authorities/resources]. Those at risk will be provided with shelter and necessities, and medical care, sanitation and epidemic prevention, and other protective measures will be implemented.

d) The use of relevant equipment and facilities should not be restricted or limited, the use of relevant venues should be closed or restricted, and activities involving large crowds should be suspended or may be prohibited. Production and business activities that could lead to the spread of harm, and the adoption of other protective measures;

e) Utilize the unit's emergency relief supplies, and if necessary, call upon other urgently needed supplies, equipment, facilities, and tools;

f) Ensure the supply of basic necessities such as food, drinking water, and fuel;

g) Strengthen monitoring and surveillance of potential hazards and take all necessary measures to prevent secondary and derivative disasters.

6.2.2 Emergency duty personnel shall implement a 24-hour duty system, strengthen on-site patrols, and promptly report any abnormal situations or emergencies; and ensure... While ensuring their own safety, they should do their best to rescue the injured.

6.2.3 Amusement parks should promptly adjust the originally designated natural disaster areas based on the scope, intensity, duration, and changes in the impact of severe weather. Danger zones are newly identified areas that may cause casualties or significant property damage and are temporarily designated as natural disaster danger zones, with timely notification provided. Inform the relevant departments and personnel.

6.2.4 Report situations such as amusement park closures, stranded tourists, and casualties to the local industry authorities in a timely manner.

6.2.5 In the initial stage of rescue, before confirming there are no signs of life at the scene or before obtaining assessment and approval from a professional rescue team, forklifts and cranes should not be used directly. Large machinery such as trucks and bulldozers were used to clear disaster sites such as collapsed buildings and damaged communication and power supply facilities.

6.2.6 When the losses and impacts caused by a natural disaster exceed the amusement park's own control or emergency rescue capabilities, the amusement park shall report to the local people's government. The government and relevant departments or units requested support.

6.3 After the natural disaster ends

6.3.1 The amusement park should, according to actual needs, promptly organize emergency repairs of roads, water supply, drainage, power supply, communication, broadcasting, and other facilities. Personnel should be dispatched to the site. Before the event, it is advisable to use telescopes, drones, robots, and other means to check and confirm safety.

6.3.2 Amusement parks should organize or entrust professional organizations to conduct comprehensive inspections or targeted special safety inspections to ensure the safety of equipment and facilities. The site environment and buildings meet safety requirements; the key points of inspection are in Appendix H, and the on-site inspection item list is in Appendix I.

6.3.3 Equipment, facilities, site environment, and buildings (structures) severely affected by the disaster should be inspected, tested, or evaluated by a professional organization after repair. Only after passing the inspection and obtaining approval from the main person in charge of the amusement park can it be opened to the public or resume production.

6.3.4 Amusement parks should organize personnel to assess the disaster situation and truthfully report the extent of the damage to the local people's government and the relevant industry authorities.

6.3.5 Amusement parks should pay close attention to the mental health of visitors, employees and related parties, and provide psychological counseling and treatment when necessary.

6.3.6 Amusement parks should analyze and summarize the lessons learned from natural disaster prevention and emergency response, and improve and perfect all aspects of natural disaster prevention preparedness. Work.

7.1 Strong Wind Defense and Emergency Response

7.1.1 Amusement park buildings and structures shall be designed and constructed in accordance with the wind resistance requirements in standards such as GB 50009, GB 50135, and GB/T 47728. Acceptance and inspection; the external envelope structures such as curtain walls, roofs, exterior doors and windows, connecting corridors, and canopies should be designed to withstand wind; the wind resistance requirements of the site environment should be met. According to the relevant provisions of GB/T 47726, amusement parks located in areas prone to strong winds should improve their wind-resistant design based on actual conditions.

7.1.2 Decorative features on walls and building roofs should be securely connected to the main structure, and the service life of supporting structures that are difficult to inspect and maintain should be [not specified]. The service life should be consistent with that of the main structure.

7.1.3 The structural form, dimensions, material strength, sealing materials and sealing performance of doors and windows in buildings (especially important venues), as well as the relationship between doors/windows and walls. 7.1.6 Amusement parks should take the following measures to ensure the safety of cruise ships.

b) Install an anemometer to accurately determine the local wind speed in special terrains such as canyons;

c) Amusement parks with the necessary conditions are encouraged to use cruise ships with higher wind and capsizing resistance, and to monitor the operational status of cruise ships through positioning systems.

7.1.7 Before a typhoon arrives, amusement parks should take protective measures such as installing wooden boards on doors and windows, and move outdoor objects as much as possible as appropriate.

7.1.8 Amusement parks in areas susceptible to strong winds should plant roadside trees with low wind resistance, deep root systems, and strong wind resistance.

7.2 Rainstorm Prevention and Emergency Response

7.2.1 The drainage system of amusement parks shall be designed, constructed and accepted in accordance with GB 50014, GB 50015, GB 50242 and GB 50268.

7.2.2 Underground parking lots shall be equipped with water-blocking and drainage measures in accordance with the requirements of GB 50108 and JGJ100.

7.2.3 Basements that may be affected by tides, river, reservoir floods, or backflow of water from urban flooding should not be used as equipment rooms for important operational projects (such as water-related facilities). e) Disconnect power to non-essential equipment and facilities.

7.2.5 During periods of continuous heavy rain, amusement parks should strengthen inspections of tunnels, culverts, underground shopping malls, and underground parking lots through video surveillance and personnel patrols. Monitoring water accumulation in key areas such as playgrounds and underground passages. 7.3 Snow Disaster Prevention and Emergency Response

7.3.1 For amusement parks in mountainous areas with severe snow accumulation and blowing snow, transportation routes should be carefully selected and designed, including but not limited to.

a) Choose routes that follow streams and ridgelines whenever possible;

b) The route should be located on a sunny slope whenever possible;

c) The route should make the most of open spaces, terraces, ridges, and hills with good ventilation;

d) Try to keep the angle between the route and the dominant direction of the snow flow less than 30°;

e) Avoid connecting high embankments with deep cuts.

7.3.2 For amusement parks where snow is heavily blown in areas such as roads, squares, and open spaces, the following prevention and control measures can be taken.

a) Wind deflectors and shallow-groove wind-accelerating dikes;

b) Snow walls, snow fences, straw net fences, snow netting, and snowbreaks;

c) Improve the roadbed, repair the slopes, and excavate a snow storage area.

7.3.3 Amusement parks located in Northeast, Northwest, and North China, which are prone to snow disasters, should establish a graded snow disaster response mechanism. Areas with heavy winter snowfall... For areas with large spans, it is advisable to install snow melting systems.

7.3.4 Snow accumulation prevention measures should be taken for explosion vents located on the roof.
