1.Scope This document specifies the general requirements, installation, design and selection, construction, operation and maintenance of important equipment and facilities in amusement parks. Management requirements. This document applies to important equipment and facilities as specified in GB/T 42101. The management of other equipment and facilities in amusement parks and tourist attractions shall be carried out in accordance with this procedure.
4 General Requirements
4.1 The basic safety requirements for important equipment and facilities in amusement parks shall comply with the provisions of GB/T 42101.
4.2 Amusement parks should comply with the requirements of Appendix B of GB/T 42101-2022 and this document, taking into account the specific characteristics and management requirements of the amusement park itself. The requirement is to establish a list of important equipment and facilities in the park and implement a list-based hierarchical and categorized management system for these important equipment and facilities.
4.3 Amusement parks should effectively manage all relevant elements throughout the entire life cycle of important equipment and facilities to ensure they meet legal and regulatory requirements and mandatory standards. National standards, design implementation standards, and requirements for actual use.
4.4 Amusement parks should establish a safety management system for important equipment and facilities in accordance with GB/T 42104-2022, based on their actual operating conditions. Relevant documents should be effectively implemented, regularly evaluated, and continuously improved.
4.5 Amusement parks should, based on their actual operating conditions, establish equipment and facility management departments or assign dedicated management personnel, and clearly define the safety requirements for each type of equipment and facility. 5 Setup, Design, and Selection
5.1 The installation of important equipment and facilities shall meet the requirements of GB/T 47726 and GB/T 47727, and the proposed sites for the construction of important equipment and facilities shall be clearly defined. 5.9 For non-standard important equipment and facilities, the client and the designer shall respectively follow the following requirements.
a) Design Unit. 1) Safety should be the primary principle; there should be no single, undetectable, or unmaintainable point of failure. If unavoidable, it should be treated as a permanent failure. 6.1 Basic Requirements
6.1.1 The construction (including factory manufacturing and on-site manufacturing) and construction (including civil engineering and equipment installation) units of important equipment and facilities shall possess the following qualifications. 6.1.2 Manufacturing units shall comply with relevant laws, regulations, and standards when manufacturing important equipment and facilities as defined by national laws and regulations. 6.1.3 The on-site construction of non-standard manned equipment and facilities shall also meet the following requirements.

6.2 Construction
6.2.1 The construction unit shall prepare a comprehensive on-site construction plan, the contents of which shall fully cover the construction organization plan, quality control measures, and construction procedures. Configuration of tools and equipment, safety technical measures and emergency plans, etc.
6.2.2 Construction personnel should understand the structure, performance, and commissioning and testing requirements of the construction equipment and facilities, and master the operating procedures and practical skills. 6.2.3 The construction unit shall ensure the safety of tourists, park staff, and construction workers around the construction site, and take measures to prevent accidents. The surrounding facilities and environment were damaged.
6.2.4 The construction unit shall perform the following tasks during the construction process.
a) Protection of finished/semi-finished products during construction;

6.2.5 The amusement park or a third-party organization hired by the amusement park (if necessary) shall, in accordance with the requirements of
6.3 Debugging and Testing
6.3.1 The manufacturing or construction unit shall formulate a commissioning and testing plan that can effectively verify the operational functions and safety performance of the equipment.
6.3.2 The manufacturing or construction unit shall conduct item-by-item and step-by-step commissioning and testing of important equipment and facilities in accordance with the commissioning and testing plan.
6.3.3 Based on the successful completion of item-by-item and step-by-step commissioning and testing, the manufacturing or construction unit shall conduct overall machine commissioning and operational testing to verify the overall performance. The machine's functions and safety performance, and all indicators and parameters, should meet the design requirements.

6.3.5 For critical equipment and facilities subjected to stress loads, load tests shall be conducted, and if necessary, overload dynamic operation tests shall be performed to verify the structure. 6.3.6 The debugging process must include complete records of test parameters, evidence of defect rectification closure, and personnel signature confirmation information. 6.4 Acceptance
6.4.1 The manufacturing or construction unit shall conduct a comprehensive self-inspection of the completed equipment and facilities. After the self-inspection is passed, the amusement park shall organize an inspection of the equipment and facilities. The inspection and acceptance of the application materials should focus on checking the legality and compliance of the products, their consistency with the contract and design, and the completeness and conformity of the factory documents. Check for consistency, appearance quality, and normal operation of equipment and facilities.
6.4.2 Where required by laws and regulations, the amusement park shall urge the construction unit to complete the legally mandated tasks in accordance with laws and regulations, based on the premise that the self-inspection is qualified. Design document review, type testing, manufacturing and construction process supervision and inspection, and final inspection supervision and inspection, etc., and obtain corresponding qualification reports. 6.4.3 The manufacturing or construction unit shall ensure the safety management, operation, maintenance, fault identification, and handling of personnel related to amusement park equipment. Training in areas such as management and emergency response.
6.4.4 Amusement parks should organize manufacturing, construction, installation, and related inspection and testing units to formulate completion acceptance plans or inspection and acceptance methods. The plan was approved and accepted according to the plan.
6.4.5 The manufacturing or construction unit shall promptly transfer all accompanying documents to the amusement park upon completion of acceptance, including at least the following.
a) As-built drawings.
b) Certificates or proof of conformity for materials of important components.
c) Self-inspection records and reports during the construction process, and construction quality certification documents.
d) Declaration of conformity between construction and design.
e) In the event of design changes, at least the following documents must be provided. 1) A list of design changes signed by the head of the design unit; 2) Relevant quality certification documents for significant design changes; 3) Review and approval records and procedures for design changes.
f) Use the maintenance manual.
g) Inspection reports required by laws and regulations (if any).
h) A list of necessary spare parts and special tools and instructions for use (if any).
i) Relevant documents and materials required by the completion acceptance plan.
7.1 Basic Requirements
7.1.1 When constructing, renovating, or expanding important equipment and facilities in an amusement park, or carrying out major repairs, acceptance, internal registration, and relevant personnel should be completed. 7.1.3 In the event of a natural disaster, the amusement park shall carry out effective defense and targeted inspection and maintenance in accordance with GB/T 47727.
7.2 Operation Management
7.2.1 During operation, the equipment should be used in accordance with the operating procedures and should not be overloaded or operated beyond its parameters. Relevant personnel should report any abnormalities discovered during operation. In case of malfunction, potential safety hazards, or other unsafe factors, equipment operation should be stopped immediately and the person responsible for the safety management of the equipment or facility should be notified. Any abnormal situation should be reported by the relevant personnel and recorded. The system can only be put back into operation after the hidden dangers have been eliminated and the trial operation is normal.
7.2.2 Environmental conditions (temperature, humidity, wind, rain, snow, lightning, etc.) do not meet the requirements of the operating procedures and usage requirements for important equipment and facilities. If this occurs, use should be stopped immediately.
7.2.3 During use, operators and service personnel should closely observe changes in equipment vibration, shaking, sound, temperature, etc., and tourists or their families should take precautions. When relevant personnel are in a state of abnormality or when the system alarms, effective measures should be taken immediately.
7.2.4 Important equipment and facilities used by tourists should have tourist information posted in a prominent place. The tourist information should include precautions for using the equipment and instructions for its operation. The requirements include the characteristics of the activity, the scope of applicable passengers, restrictions on passenger physical conditions, and contraindications. 7.3 Inspection, Testing, Maintenance and Upkeep
7.3.1 Amusement parks should conduct self-inspections and statutory inspections of important equipment and facilities, and formulate inspection and testing plans. Apply for statutory inspection from a legally authorized inspection agency, and complete self-inspection work before the statutory inspection.
7.3.2 Amusement parks should, in accordance with relevant laws, standards, user manuals, maintenance and repair instructions, and the actual condition of the equipment and facilities, formulate plans for the maintenance and repair of their equipment and facilities (including backup plans). A self-inspection plan and maintenance plan (for power supplies, emergency rescue equipment and facilities, foundations, etc.) should be provided. 7.3.4 Amusement parks should strengthen the inspection and maintenance process by establishing systems, providing education and training, implementing on-site protection, ensuring safety supervision, and conducting patrols. 7.4 Health Monitoring and Diagnosis
7.4.1 Amusement parks are encouraged to implement precise safety management of important equipment and facilities, and to carry out health monitoring and diagnosis.

7.5 Repair and renovation

7.6 Workers

7.7 Fault Management
7.7.1 Amusement parks should develop relevant safety management system documents such as procedures for handling malfunctions of important equipment and facilities, and work instructions, for all... 7.7.2 Failures of important equipment and facilities are classified into major failures, frequent failures, and general failures. The classification definitions are shown in Table 1.

7.8 Accident Management
7.8.1 Amusement parks shall establish procedures and operational guidelines for the management of accidents involving important equipment and facilities in accordance with GB/T 42101 and GB/T 42104-2022. 7.8.2 Accidents under government jurisdiction shall be handled in accordance with relevant national laws, regulations, technical specifications, and standards. Accidents under enterprise jurisdiction may be classified and graded as follows: The assessment should consider the types of important equipment and facilities, the consequences of the accident such as economic losses, personal injuries, and damage to equipment and facilities.
7.8.3 The investigation and handling of accidents involving important equipment and facilities shall be organized in accordance with the principles of "four no-tolerance" and "three checks and three rectifications" as stipulated in GB/T 42101. In addition to rectification, if the accident falls under the jurisdiction of the government, the amusement park should effectively protect the accident scene and cooperate with the government department's investigation.
7.8.4 Amusement parks should establish accident logs for important equipment and facilities, conduct regular statistical analysis of accidents, and classify recurring and typical accidents.
