7 Support

7.1 Resources The management organization should identify and provide the technologies, capabilities, products, and other resources required for the establishment, implementation, maintenance, and continuous improvement of the carbon emission management system. Sources and resources can be internal or external, including.

a) Identify and staff the necessary personnel to ensure the effective implementation of the carbon emissions management system and the operation and control of related processes;

b) Identify, provide, and maintain the necessary infrastructure, including related facilities, software and hardware equipment, and related technologies;

c) Provide necessary financial support;

d) Actively promote digitalization and intelligentization to ensure the collection, storage, analysis, and effective application of data resources;

e) Ensure that you possess and can acquire the necessary knowledge, and maintain continuous updates to that knowledge.

7.2 Capabilities Urban public facilities management organizations should possess the following capabilities.

a) Identify personnel working under their management who have an impact on achieving carbon emission reduction targets, possessing the capabilities required for their roles and responsibilities, including... Includes knowledge, skills, qualities, and experience;

b) Ensure personnel acquire the necessary skills through training or other measures, and evaluate the effectiveness of these measures;

c) Retain appropriate documented information as evidence of personnel competence.

7.3 Consciousness

7.3.1 Urban public facilities management organizations shall ensure that personnel working under their management have the following awareness.

a) The importance of reducing carbon emissions;

b) Carbon emission impact factors related to his/her work;

c) The importance of reducing carbon emissions through optimizing carbon reduction methods or applying new technologies;

d) Consequences of non-compliance with carbon emission management system requirements.

7.3.2 Urban public facility management organizations should take appropriate measures to guide facility users to understand the importance of reducing carbon emissions and how to do so legally. Use facilities wisely and raise awareness of reducing carbon emissions.

7.4 Communication Urban public facilities management organizations should conduct internal and external information exchange. This exchange should include the following aspects.

a) Internal information exchange. Internal information exchange regarding the carbon emission management system should be conducted among various functions and levels, appropriately. This includes communicating changes to the carbon emissions management system and ensuring that such communication enables those working under its jurisdiction to make informed decisions. Continue to contribute to improvement;

b) External Information Exchange. In accordance with compliance obligations and other information exchange needs deemed necessary by the organization, regarding the carbon emissions management system. To exchange relevant information with external parties.

8.1 Operational Planning and Control

8.1.1 The management organization shall establish, implement, monitor, and maintain standardized work processes, and implement the following measures in accordance with the plan.

a) Identify and prevent risks;

b) Discovering and utilizing opportunities;

c) Establish and maintain a carbon emissions inventory;

d) Generate a quantitative report on carbon emissions;

e) Set targets for reducing carbon emissions;
