5 General Requirements

5.1 Information collection should include the collection of urban operation information and urban management information.

6.1 Organization Method

6.1.1 The city operation information collection team may be established by means of self-organization, authorization or entrustment.

6.2.1 Requirements for urban operation information collectors should be established.

6.3 Data Collection Requirements

6.3.1 Urban operation information collection should include methods such as manual inspection information collection and IoT sensing device information collection.

6.3.2 Urban operation information collection should be comprehensive, accurate, and timely.

6.3.3 Information on municipal facilities, buildings, transportation facilities, and densely populated areas should be collected, including gas, water supply, drainage, heating, and bridges. 6.3.5 IoT sensing should clearly define the monitoring objects, indicators, equipment requirements, and alarm thresholds, and comply with the following regulations.

6.3.6 The collection of urban operation information for gas facilities shall comply with the following regulations.

6.4.1 Manual Inspection Information Collection Process

6.4.1.1 The reporting process for patrol operation supervision information should be carried out according to Figure 1.

6.5 Data Acquisition Equipment

6.5.1 The equipment quality requirements shall comply with the provisions of Appendix A.

6.5.2 It shall meet the requirements for environmental adaptability, and its performance indicators shall comply with the provisions of the current national testing and inspection standards, and shall be calibrated regularly.

6.5.3 Equipment access shall comply with the provisions of GB/T 38637.1 and GB/T 38637.2.

6.5.4 It should have data acquisition, storage, and transmission functions, and the acquisition frequency and upload frequency should preferably be set remotely, while ensuring data security. 6.6.1 Management Content

6.6.1.1 All entities owning various facilities shall establish inspection/line patrol/monitoring systems and leak detection systems, which shall comply with the following provisions.

a) The gas facility owner shall formulate a pipeline inspection system in accordance with GB/T 51474 and a leak detection system in accordance with CJJ/T 215. Inspection system;

g) The owners of bridge and tunnel facilities shall formulate inspection/monitoring systems in accordance with the provisions of GB 50982 and JT/T 1037;

h) The property ownership unit shall formulate an inspection/monitoring system in accordance with the provisions of GB 50982 and JGJ8.

6.6.1.2 Regulations and systems for the management and maintenance of data acquisition equipment should be established.

6.6.1.3 Regular statistical analysis should be conducted on the collected data, and an analysis report should be provided, including problem analysis, trend assessment, and rectification suggestions. Summarize using weekly, monthly, quarterly, semi-annual, and annual reports.

6.6.2 Supervision and Inspection

7.2 Personnel Requirements

7.2.1 It is advisable to consider factors such as the coverage area of the urban operation management service platform, patrol frequency, patrol speed, patrol time, and road mileage when determining the appropriate measures. 7.2.3 Urban management information collectors should set their patrol speed according to the following regulations.

a) Hiking, 3km~5km;

b) Non-motorized vehicles, 10km~15km;

c) Motor vehicles, 20km~40km;

d) Vessels, 10km~15km.

7.2.4 Inspection times should be determined based on the needs of urban operation management services.

7.2.5 Urban management information collectors should be proficient in relevant regulations, business processes, and operating procedures for information collection, and be skilled in using mobile communications. Acquisition equipment, intelligent video acquisition equipment, and other tools should be able to handle simple problems independently, and should be trained in relevant knowledge and skills.

7.3 Data Collection Requirements

7.3.1 Urban management information collection should include methods such as manual patrol information collection and information collection by intelligent video collection equipment.

7.3.2 Urban management information collectors shall conduct patrols within the designated management grid according to the prescribed patrol time and frequency.

7.5 Data Acquisition Equipment

7.5.1 The hardware, software functions and performance requirements of the equipment shall comply with the provisions of Appendix C.

7.5.2 Intelligent video acquisition equipment should be configured with inspection frequency and inspection method according to road grade, road type, etc.

7.5.3 Information collection equipment should be configured by means of purchase or lease.

7.5.4 The equipment provider shall designate specialized technical personnel to be responsible for usage training and maintenance.

7.5.5 Mobile communication acquisition equipment should be replaced after 2 years or more of continuous use, and intelligent video acquisition equipment should be replaced after 3 years or more of continuous use. Update.
