Scope

GB/T 47651-2026 is the English-translated version of 温室气体　产品碳足迹量化方法与要求　光热发电.

GB/T 47651-2026 is the Chinese national standard covering the carbon footprint of concentrating solar power across the life cycle — the mirrors and the receiver, the storage medium, the power block, the construction, the operation and the end of life.

The seven power generation footprint standards of this series — coal, gas, hydro, nuclear, wind, photovoltaic and solar thermal — were published together on 2 July 2026, so that the figure produced for solar thermal is comparable with the figure produced for any of the others.

For CSP the thermal storage and the materials of the solar field are what a footprint has to capture. It fixes the system boundary, the data requirements and their quality, the allocation rules, the calculation and the reporting.

First edition. It was issued on 2 July 2026 and takes effect on 1 February 2027, as a first edition.

This document was issued on 2 July 2026 by the State Administration for Market Regulation and the Standardization Administration of the People's Republic of China, and takes effect on 1 February 2027.

It is the first edition of this standard.

The document is under the responsibility of the China Electricity Council.

3 Classification and status

GB/T 47651-2026 is classified under ICS 13.020.10, in the field of environment and health protection, safety. ICS is the International Classification for Standards, the same scheme used by ISO and by the national bodies of most countries, which is what allows a Chinese standard to be placed beside its foreign counterparts on subject rather than on number.

Its Chinese Standard Classification code is CCS Z 00. CCS is the domestic scheme, a letter for the sector and two digits for the subject within it, and it is the code by which the standard is filed and searched in China.

The GB/T prefix marks a recommended national standard. It is not, in itself, law: it becomes binding when a contract names it, when a regulation or a mandatory standard refers to it, or when a producer declares conformity with it. In practice that covers most of the cases in which it will be read — a purchase specification, an inspection agreement or a certification scheme.
