1.Scope This document specifies the basic conditions, technical requirements, test methods, inspection rules, operational safety requirements, and environmental protection requirements for the application of methanol fuel in vehicles. Requirements, application requirements, and identification and labeling. This document applies to applications using methanol as a vehicle fuel.

4 basic conditions

4.1 Production and Operation Units

4.1.1 Legally registered and possessing a business license.

4.1.2 Production units shall obtain a hazardous chemical safety production license for methanol fuel products for vehicles in accordance with laws and regulations.

4.1.3 Operating entities shall obtain a hazardous chemicals business license for methanol fuel products for vehicles in accordance with laws and regulations.

4.1.4 It has corresponding management systems and supervision and inspection management systems and implementation measures.

4.1.5 Possess facilities, sites, and personnel commensurate with the scale of production and operation; the construction of production and operation sites should comply with local planning.

4.1.6 Production and operation units shall formulate emergency response plans for sudden incidents in accordance with GB/T 29639, covering all possible accidents such as fires and leaks. In addition, regular drills are conducted.

4.1.7 Production and operation operations shall comply with the relevant requirements of GB/T 41884.

4.2 Facilities and Equipment

4.2.1 It has a fixed production and operation site and equipment and facilities.

4.2.2 Construction of methanol fuel blending centers and storage facilities for vehicles shall be in accordance with GB 50074 and GB 50160.

4.2.3 Construction of methanol refueling stations for vehicles is specified in GB 50156.

4.2.4 The metallic, elastomer, and polymer materials used in the components of vehicle methanol fuel dispensers shall comply with the relevant standards of GB/T 41884. Relevant requirements.

4.2.5 The storage tanks for methanol fuel for vehicles shall be clean and free from pollution, and the cleaning of the storage tanks shall comply with the relevant requirements of GB/T 41884.

4.2.6 Production and operation sites should meet the requirements for safe production and sales of methanol fuel for vehicles, and have relatively independent functional spaces. There are clear signs between them.

4.2.7 Security measures such as theft prevention, fire prevention, moisture prevention, heat prevention, poisoning prevention, pollution prevention, and monitoring should be in place.

4.2.8 Qualified (verified or calibrated) measuring instruments related to the sale of methanol fuel for vehicles shall be provided.

4.2.9 Relevant facilities and equipment should be inspected, maintained, and serviced regularly to ensure their safety and effectiveness.

4.3 Staffing

4.3.1 Appropriate management, technical, safety, emergency response, production and service personnel should be allocated according to the scale of production and operation.

4.3.2 The principal responsible persons and safety management personnel of production and operation units shall hold certificates to work.

4.3.3 Production and operation personnel should undergo pre-job training, be familiar with relevant laws, regulations, and standards concerning methanol fuel for vehicles, and possess relevant professional knowledge. Knowledge, passed the assessment.

4.3.4 Production and operation personnel shall abide by all operating procedures and have good professional ethics and service awareness.

4.3.5 Enterprises should provide regular training for their production and operation personnel, with a minimum of 20 training hours per year.

4.4 Other

4.4.1 Production and operation units should establish a quality management system in accordance with the requirements of GB/T 19001, and simultaneously establish systems for outbound, transportation, warehousing, and storage. A comprehensive management system for the entire process, including entry into the station.

4.4.2 Production and operation units shall establish enterprise standardization systems in accordance with the requirements of GB/T 20001.10, GB/T 35778, and GB 45673.

4.4.3 Production and operation units should handle user complaints and suggestions in accordance with the complaint handling guidelines specified in GB/T 17242 to improve service quality.

4.4.4 The sales and service process for methanol fuel for vehicles is detailed in Appendix A.

4.4.5 Vehicles transporting methanol fuel shall comply with the relevant provisions of JT/T 1285, and road transport shall comply with JT/T 617 (all parts). According to regulations, labels should be affixed in accordance with GB 190 requirements.

5.1 Classification of Methanol Fuel

5.1.1 M100 Methanol Fuel for Vehicles. A vehicle fuel composed of compliant methanol and additives, with a methanol content (mass fraction) of not less than [amount missing]. 99.5% of the additives meet the requirements of GB/T 42436.

5.1.2 Methanol gasoline for vehicles (M85). Blended from methanol, automotive gasoline conforming to GB 17930 requirements, and additives to improve performance. The resulting vehicle fuel has a methanol volume fraction of 82%~86%, and the additives meet the requirements of GB/T 34548.

5.1.3 Methanol fuel products for vehicles as specified in legally publicly declared group standards and enterprise standards.

5.2 Quality Indicator Requirements

5.2.1 The quality indicators of M100 methanol fuel for vehicles shall meet the requirements of GB/T 42416.

5.2.2 The quality indicators of methanol gasoline (M85) for vehicles shall meet the requirements of GB/T 23799.

5.2.3 The raw material methanol shall meet the Type I requirements specified in GB/T 23510 or GB/T 338.

5.2.4 The quality indicators of the component oils of methanol gasoline (M85) for vehicles shall meet the requirements of GB 17930.

5.2.5 The quality indicators of methanol fuel products for vehicles specified in legally publicly declared group standards and enterprise standards shall meet the corresponding standards. Require.

5.3 Additive Requirements

5.3.1 Additives should have the functions of resisting phase separation, resisting oxidation and inhibiting corrosion.

5.3.2 Additives should not include halogens, halides, or chemicals that can generate ash, as well as substances that are explicitly prohibited from being added to vehicle fuels. Chemical substances.

5.3.3 M100 methanol fuel additive for vehicles shall comply with the requirements of GB/T 42436.

6 Test Methods

6.1 The test methods for the quality indicators of M100 methanol fuel for vehicles shall adopt the relevant test methods of GB/T 42416.

6.2 The quality index testing methods for M100 automotive methanol fuel additives shall adopt the relevant testing methods of GB/T 42436.

6.3 The quality index testing methods for methanol gasoline (M85) additives for vehicles shall adopt the relevant testing methods in GB/T 34548.

6.4 The quality indicators of methanol gasoline (M85) for vehicles shall be tested using the relevant test methods of GB/T 23799.

6.5 The testing methods for the quality indicators of methanol used as vehicle fuel shall adopt the relevant testing methods of GB/T 23510.

6.6 The quality indicators of raw material methanol (Type I) shall be tested using the relevant testing methods in GB/T 338.

6.7 The test methods for the quality indicators of methanol gasoline (M85) components for vehicles shall adopt the relevant test methods of GB 17930.

7 Inspection Rules

7.1 The factory inspection and type inspection of M100 vehicle methanol fuel shall comply with the provisions of GB/T 42416.

7.2 The factory inspection and type inspection of M100 methanol fuel additive for vehicles shall comply with the provisions of GB/T 42436.

7.3 The factory inspection and type inspection of methanol gasoline (M85) additives for vehicles shall comply with the provisions of GB/T 34548.

7.4 The factory inspection and type inspection of methanol gasoline (M85) for vehicles shall comply with the provisions of GB/T 23799.

7.5 The factory inspection and type inspection of methanol for vehicle fuel shall comply with the provisions of GB/T 23510.

7.6 The factory inspection and type inspection of raw material methanol (Type I) shall comply with the provisions of GB/T 338.

7.7 The factory inspection and type inspection of methanol gasoline (M85) components for vehicles shall comply with the provisions of GB 17930.

7.8 The factory inspection and type testing of methanol fuel products for vehicles as specified in the legally publicly declared group standards and enterprise standards shall adopt their respective standards. The inspection rules shall be as specified in the standard.

8.Work Safety Requirements Operations involving loading, unloading, blending, transportation, refueling, and storage of methanol fuel for vehicles shall be carried out in accordance with GB/T 41884.

9.Environmental protection requirements Waste methanol fuel for vehicles and its packaging should be disposed of in accordance with the regulations for hazardous waste treatment.

10.1 Engine compatibility

10.1.1 Methanol fuel engines shall meet the requirements of QC/T 1146.

10.1.2 The methanol vehicle fuel system shall comply with the requirements of QC/T 1150.

10.1.3 Methanol fuel engines should have a cold start solution.

10.2 Emission Control

10.2.1 Emissions from light-duty methanol vehicles shall comply with the requirements of GB 18352.6.

10.2.2 Emissions from heavy-duty methanol vehicles shall comply with the requirements of GB 17691.

10.2.3 The measurement and detection methods for unconventional pollutant emissions shall comply with the requirements of HJ1137.
