1.Scope This document specifies the general requirements, data exchange, and usage requirements for electronic manifests for imported bulk cargo at ports. This document applies to the application of electronic manifests in port bulk cargo import operations.

4 General Requirements

4.1 The electronic manifest for importing bulk cargo at the port (hereinafter referred to as the "electronic manifest") shall contain information on all bulk cargoes that the vessel needs to unload at the port. Information, as well as related information on ships, ports, etc.

4.2 The parties involved in the electronic manifest business should include the carrier or its authorized shipping agent, port operator, port tallying business operator, etc.

4.3 Electronic manifest operations shall be conducted through relevant electronic platforms (hereinafter referred to as "platforms"), which shall meet, but are not limited to, the following requirements.

a) It has functions such as creating, updating, pushing, querying, and verifying electronic manifest information;

b) Possesses platform user identity management functions;

c) Possesses information security management measures and technical means;

d) The network security level protection requirements shall not be lower than the Level 3 security requirements specified in GB/T 22239-2019;

e) Possesses disaster recovery and backup capabilities;

f) It has the capability to provide uninterrupted 7×24h service.

4.4 Participants in the electronic manifest process shall verify the received electronic manifests through the platform. Upon confirmation of accuracy, electronic signatures or business licenses shall be used. Feedback may be provided through other means approved by the service participants.

5 Data Exchange

5.1 Data Attributes Electronic manifests should preferably use data exchange methods such as Electronic Data Interchange (EDI) and Application Programming Interface (API), and the data attributes should include... The following content.

a) Index. Data retrieval number.

b) Hierarchy. The hierarchical relationship to which the field belongs.

c) Chinese name. The Chinese name of the field.

d) English name. The English name of the field.

e) Type. The characteristics and basic elements of the field, including string, number, and array.

f) Required. Whether this field is required. M indicates a required field, C indicates a conditional field, and O indicates an optional field.

g) Explanation and requirements. The content and meaning of the field.

5.2 Basic Information and Structural Description The basic information and structural description of the electronic manifest should conform to the requirements of Table 1.
