This document establishes general principles for public response to lightning disasters and provides recommendations for pre-disaster prevention, disaster mitigation, and post-disaster relief. This document applies to the prevention, defense, and relief efforts for lightning disasters to the general public.

3 Terms and Definitions
The following terms and definitions apply to this document.

3.2 Lightning Strike A discharge during a ground-to-ground flash. [Source: GB 50057-2010, 2.0.2]
3.3 Contact voltage The potential difference between accessible points that can be simultaneously touched by an organism. [Source: GB/T 19663-2022, 4.16]
3.4 step voltage The potential difference between two points on the ground, a distance of one step.

3.5 Side Flashover When lightning strikes an object (or forms a lightning current path), the potential difference between adjacent objects and the struck object (or the lightning current path) exceeds the threshold. This is a phenomenon where a breakdown discharge occurs due to the high breakdown field strength of the air, causing damage to nearby objects.
3.6 Lightning protection device A facility or system for protecting against lightning strikes, consisting of a lightning rod, down conductor, grounding device, surge protector, and its connecting conductors.
