GB/T 19001-2016, Quality Management System Requirements

0.1 General Provisions

Adopting a quality management system is a strategic decision for an organization, which can help improve its overall performance and lay a solid foundation for promoting sustainable development.

Good foundation.

The potential benefits for an organization to implement a quality management system in accordance with this document are.

a) The ability to consistently provide products and services that meet customer requirements and applicable legal and regulatory requirements;

b) Facilitate opportunities to enhance customer satisfaction;

c) Addressing risks and opportunities related to the organizational environment and objectives;

d) Demonstrate the ability to comply with the requirements of the specified quality management system.

This document may be used by internal and external parties.

Implementing this document does not require.

---Unify the architecture of different quality management systems;

---Form a document consistent with the structure of the clauses in this document;

---Specific terminology used within this document within the organization.

The quality management system requirements specified in this document are supplementary to the product and service requirements.

This document adopts a process approach, which combines the Plan-Do-Check-Act (PDCA) cycle with risk-based thinking.

The process approach enables organizations to plan processes and their interactions.

The PDCA cycle enables organizations to ensure that their processes are adequately resourced and managed, identify opportunities for improvement, and take action.

Risk-based thinking enables organizations to identify various factors that could cause their processes and quality management systems to deviate from planned outcomes.

Take preventative measures to minimize adverse effects and maximize opportunities.

Continuously meeting requirements in an increasingly complex and dynamic environment, and taking appropriate action in response to future needs and expectations, is undoubtedly a key aspect of organizational development.

This presents a challenge. To achieve this goal, organizations may find that, in addition to corrective and continuous improvement, it is necessary to take various forms of...

Improvements, such as breakthrough changes, innovations, and restructuring.

The following auxiliary verbs are used in this document.

---"" indicates a requirement;

---"" indicates a suggestion;

0.3 Process Approach

0.3.1 General Provisions

GB/T 19001-2016, Quality Management System Requirements

0.3 Process Approach

0.3.1 General Provisions

This document advocates for a process approach in establishing, implementing, and improving the effectiveness of a quality management system, by meeting customer requirements and increasing efficiency.

Enhance customer satisfaction. Specific requirements for adopting a process approach are detailed in section 4.4.

Understanding and managing interconnected processes as a system helps organizations achieve their expected results effectively and efficiently.

This approach enables organizations to effectively control the interrelationships and dependencies between processes within their system, thereby improving overall organizational performance.

Physical performance.

The process approach involves systematically defining and managing processes and their interactions in accordance with the organization's quality policy and strategic direction.

This can be achieved by employing the PDCA cycle (see 0.3.2) and maintaining a risk-based mindset (see 0.3.3) to manage the process and achieve the desired results.

The process and the entire system are managed in order to effectively utilize opportunities and prevent adverse outcomes.

Applying a process approach in a quality management system can.

a) Understand and consistently meet the requirements;

b) Consider the process from a value-added perspective;

c) Achieve effective process performance;

d) Improve the process based on the evaluation data and information.

The elements of a single process and their interactions are shown in Figure 1.Each process has specific monitoring and measurement checkpoints for control.

These checkpoints vary depending on the associated risks.

0.3.2 Plan-Do-Check-Act (PDCA) Cycle

GB/T 19001-2016, Quality Management System Requirements

0.3.2 PDCA Cycle

The PDCA cycle can be applied to all processes and the entire quality management system. Figure 2 illustrates Chapters 4 through 10 of this document.

How is the PDCA cycle constructed?

Note. The numbers in parentheses represent the corresponding chapters in this document.

Figure 2.The structure of this document in the PDCA cycle.

The PDCA cycle can be briefly described as follows.

---Planning. Based on customer requirements and organizational policies, establish the system's goals and processes, and determine the necessary steps to achieve the desired results.

Resources, and identify and address risks and opportunities;

---Do. To execute the planned actions;

---Check. Monitoring and evaluating processes and resulting products and services in accordance with policies, objectives, requirements, and planned activities.

Measure (where applicable) and report the results;

---Act. Take measures to improve performance when necessary.

0.3.3 Risk-Based Thinking

GB/T 19001-2016, Quality Management System Requirements

0.3.3 Risk-Based Thinking

A risk-based mindset is fundamental to achieving an effective quality management system. Previous versions of this document already implicitly incorporated a risk-based mindset.

Concepts, such as. taking preventative measures to eliminate potential nonconformities, analyzing existing nonconformities, and taking measures to address the impact of the nonconformities.

Adaptive measures should be taken to prevent its recurrence.

To meet the requirements of this document, organizations need to plan and implement measures to address risks and opportunities. Addressing risks and opportunities is essential for improving quality.

This lays the foundation for the effectiveness of the management system, the achievement of improved results, and the prevention of adverse effects.

Certain circumstances that facilitate achieving desired results may lead to opportunities, such as. situations that help an organization attract customers or develop new products.

This includes a range of situations involving services, reducing waste, or increasing productivity. Measures taken to capitalize on opportunities may also include considering the associated risks.

Risk is the impact of uncertainty, which can have both positive and negative effects. The positive effects of risk may include...

It provides opportunities, but not all positive influences provide opportunities.
