1 Scope

GB/T 46950-2025 is the Chinese national standard covering pests already present in a country but regulated on planting material - the category that covers most seed and nursery stock certification, where the point is not exclusion but keeping the pest out of the propagating material. 3 Terms and Definitions

The terms and definitions defined in IPPC/ISPM5, as well as the following terms and definitions, apply to this document.

3.1 Regulated non-quarantine pests (RNQP) A non-quarantine pest that exists in cultivated plants, affecting their intended use and causing economic hardship. The consequences of this situation necessitate the implementation of controls within the territories of the importing contracting parties.
