1 Scope

This document establishes the concept, characteristics, and application principles of defined non-quarantine pests. This document is applicable to guiding management decisions and practices related to designated non-quarantine pests, and is applicable to the Plant Protection Agency Enactment Act. 3 Terms and Definitions
The terms and definitions defined in IPPC/ISPM5, as well as the following terms and definitions, apply to this document.
3.1 Regulated non-quarantine pests (RNQP) A non-quarantine pest that exists in cultivated plants, affecting their intended use and causing economic hardship. The consequences of this situation necessitate the implementation of controls within the territories of the importing contracting parties.
Note 1: RNQP is only applicable to plants used for cultivation.
Note 2."Limited" means officially controlled.
3.2 Quarantine pests (QP) It has potential economic importance to the threatened region, and has not yet occurred in the region, or has occurred but is not widespread and is being monitored by the authorities. Controlled pests.
