3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 government service platform Led by the government and relevant departments, this system integrates various online and offline systems and data into a shared and collaborative network architecture, utilizing information technology. A comprehensive and unified service platform that provides enterprises and the public with functions such as handling government affairs, information inquiry, interactive communication, and convenient services.
3.2 business system Local government departments handle government services upon application, key items for "efficiently completing one task," and convenient services for businesses and individuals. A professional digital application system that provides online and offline services to the public.
3.3 intensive interconnection Guided by the principle of "efficiently completing one task," we will integrate scattered system resources, data, and service functions in the field of government services through overall planning and coordination. This will enable the comprehensive construction, sharing, and utilization of hardware, software, and service applications, promoting efficient interconnection across regions, departments, and levels, and further... Further improve the efficiency of government services and optimize the experience of businesses and the public in handling affairs.
4 Basic Principles
4.1 Intensive integration, cost reduction and efficiency improvement Strengthen the overall planning of government service platforms, and jointly build online service channels, mobile terminals, self-service terminals, and other service carriers to reduce software development costs. Reduce costs related to development, system maintenance, etc., improve the efficiency of fund utilization, and resolutely prevent and correct "vanity projects" in government services. Strengthen provincial-level coordination.
