1 Scope

GB/T 46706-2025 is the Chinese national standard covering measuring how well the modes actually join up - the transfer times and distances between rail, air, road and water, the through ticketing and the single consignment, the shared information, and the index built from those. First edition, under the Ministry of Transport. In force from 1 May 2026. Issued on 31 October 2025, it has been in force since 1 May 2026.

This document establishes the evaluation principles and evaluation index system for integrated transportation evaluation, and stipulates the calculation of evaluation indicators and evaluation results. Results calculation and data survey requirements. This document applies to the overall evaluation of integrated transportation systems within city clusters, metropolitan areas, provinces, and cities.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 Integrated transportation unification Through the integration and coordination of various modes of transportation and transportation links, a unified and convenient system can be achieved. A fast and efficient integrated transportation system.

3.2 Multimodal passenger transportation hub By concentrating the transfer points for two or more modes of external transportation with urban traffic in the same space (or area), the system can achieve [the goal of] setting up [the necessary facilities]. Passenger transport infrastructure that effectively connects facilities, transportation organization, and public information.

3.3 Intermodal freight transportation hub It has functions such as multimodal transport transshipment, cargo distribution, warehousing, and transit transportation, and is centrally deployed to realize the transfer of goods between different modes of transport. A facility that facilitates efficient transshipment and coordination, and possesses a comprehensive information system for freight operations and related services.
