County-level Barrier-Free Environment Construction Evaluation Standard

1 Scope

GB/T 46392-2025 is the Chinese national standard covering assessing a county on accessibility - the public buildings and the pavements and crossings, the transport and the information services, the housing adaptations, and the indicators and scoring that let one county be compared with another. First edition, in force from 1 May 2026. Issued on 5 October 2025, it has been in force since 1 May 2026.

This document establishes the basic principles for evaluating the construction of barrier-free environments at the county level, specifies the evaluation content, evaluation results, and evaluation report, and describes... An evaluation method was proposed. This document applies to the evaluation of barrier-free environment construction in the main urban area within the county. Other streets (townships, villages) and communities within the county are also included. The evaluation of barrier-free environment construction in the district shall be used as a reference. This document does not apply to the evaluation of barrier-free environment construction in municipal districts.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 county region The area under the jurisdiction of county-level administrative agencies.

Note. This includes county-level cities (districts), counties, autonomous counties, banners, autonomous banners, etc.

3.2 To enable disabled and elderly people to independently and safely navigate roads, enter and exit buildings, use their facilities, and take public transportation. It provides a convenient environment for people to access, use, and exchange information, and to obtain social services.

4 Basic Principles

4.1 Objectivity and impartiality The evaluation work is based on objective facts, and the evaluation process, methods and results are fair, while the evaluation content, indicators and procedures are standardized.

4.2 Systems Science The evaluation work focuses on the goals of building an accessible environment in the county, reflecting the current level of accessible environment construction and embodying the spirit of accessible environment construction. This will meet the needs and provide a scientific basis for future construction of barrier-free environments.

4.3 Simple and easy to use The evaluation indicators are concise, quantifiable, and verifiable. The evaluation methods are simple, applicable, and easy to operate and implement.
