Foreword
This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part
1.Structure and Drafting Rules of Standardization Documents". Drafting. This document is Part 1 of GB/T 46336, "Guidelines for the Evaluation of Happy Rivers and Lakes". GB/T 46336 has already published the following parts.
1.Rivers with a drainage area of 3000 km2 or less (inclusive). Please note that some content in this document may involve patents. The issuing organization of this document assumes no responsibility for identifying patents. This document was proposed and is under the jurisdiction of the Ministry of Water Resources of the People's Republic of China. This document was drafted by: China Institute of Water Resources and Hydropower Research, China National Institute of Standardization, Nanjing Hydraulic Research Institute, and the Ministry of Water Resources' Department of River and Lake Sciences. Protection Center, Development Research Center of the Ministry of Water Resources. The main drafters of this document are. To standardize the evaluation of happy rivers and lakes and promote the scientific protection and management of river basins, the "Guidelines for the Evaluation of Happy Rivers and Lakes" have been formulated. From multiple dimensions such as safety, health, beauty, culture, and development, it scientifically constructs a system that reflects the people's aspirations for a better life and aligns with modern needs. A happiness index system for rivers and lakes, based on the requirements of river protection and management. Through evaluation, a quantitative happiness index for rivers and lakes is derived, allowing for an understanding of public perception of happiness in rivers and lakes. The actual conditions experienced provide technical support for the construction of happy rivers and lakes and the protection and management of rivers. Based on the characteristics of rivers and lakes at different levels, the "Guidelines for the Evaluation of Happy Rivers and Lakes" is proposed to consist of the following three parts.
1.Rivers with a drainage area of 3000 km^2 or less;

This document establishes an evaluation index system for happy rivers and lakes, stipulates the rules for determining the happiness index of rivers and lakes, and describes the rules for forming evaluation results. The requirements for preparing the evaluation report are provided. This document applies to the evaluation of happy rivers and lakes that flow through towns (streets) and have a drainage area of 3000 km2 or less.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 It can maintain the stability of the structure and function of river and lake ecosystems, safeguard the health of rivers and lakes, ensure the safety of rivers and lakes, and promote the high-quality development of watersheds. Quality development aims to achieve safe and peaceful rivers and lakes, clear waters teeming with fish, green and beautiful banks, livable and business-friendly environments, and harmonious coexistence between people and water, ensuring that people within the basin have a high sense of security and well-being. Rivers and lakes that bring a sense of gain and satisfaction.
3.2 It comprehensively reflects the ability and level of rivers and lakes to maintain good condition, meet human needs, or provide services.
