GB/T 46070-2025 is the Chinese national standard covering making a phone usable by people who cannot see it, hear it or work it with their hands — the screen reader and the focus order, the contrast and text scaling, the captions, the switch and voice input, the timing that must be adjustable, and the tests for each requirement. At 20,000 words. First edition, in force from 1 March 2026. Issued on 29 August 2025, it has been in force since 1 March 2026.

This document specifies the technical requirements for information accessibility of mobile smart terminals for specific users and describes the corresponding testing methods.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1

For specific users (including the disabled, the elderly and other users), the content itself can be perceived and the interface components in the content can be operated.

The content and control definitions are understandable, and the content has good compatibility.

3.2

A mobile terminal with an open system that can provide an application development interface and can install and run third-party application software.
