Introduction

In June 2022, the State Council issued the "Guiding Opinions of the State Council on Strengthening the Construction of Digital Government", requiring the active adaptation of economic and social digital development.

The trend of digital transformation is to fully release the dividends of digital development. It requires continuous improvement of the electronic certificate sharing service system and promotion of the expansion of electronic certificates.

Large application areas and nationwide mutual communication and recognition will enable more government service matters to be handled online, on mobile phones and in one go.

The orderly sharing of data represented by electronic certificates is an important part of supporting the realization of online, mobile and one-stop government service.

However, these data usually involve personal or corporate information. The design, construction and operation of relevant information systems not only achieve the business of online processing, but also The goal is to comply with relevant laws and regulations such as the Data Security Law of the People's Republic of China and the Personal Information Protection Law of the People's Republic of China.

Data access authorization is completed by "scanning and showing the government service code", which provides a way to "obtain personal consent" in government data sharing.

A feasible technical implementation path that is in line with the habits of the people.

The standards for government service codes are proposed to include.

Information Technology Government Service Code Reference Model

1 Scope

This document establishes a reference model for the application of government service codes, and specifies the composition and coding requirements, routing access requirements, Identity authentication and application connection requirements, as well as information protection and security requirements.

This document applies to the design, development and application of the government service code system.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1

Based on the national integrated government service platform, it is generated according to unified specifications and used by government service objects to express authorized temporary access The code of the government service object.

Note 1.Government service codes include national government service codes, regional government service codes, and departmental government service codes.

Note 2.The government service code contains numbers and letters and is usually displayed using a two-dimensional barcode.
