1 Scope
This document specifies the overall requirements, functions, deployment and architecture, and performance requirements of the smart water-saving management system for water users.
This document applies to the construction and operation of smart water-saving management systems for water-using units.

3 Terms and Definitions
The terms and definitions defined in GB/T 21534 and the following apply to this document.
3.1 Management model
Based on the water-saving goals of water users, combined with the Internet of Things (IoT), cloud computing, big data, artificial intelligence and other new generation information technologies, Build a water-saving management platform to monitor the operation status of the water system in real time, analyze and process data, and form a fusion of intelligent perception, simulation and Comprehensive operations such as verification, diagnosis, early warning, dispatching and control drive continuous improvement of water use efficiency and benefit levels, and provide support for water-saving decision-making
4 General Requirements
4.1 The principles of scientificity, economic feasibility, technological advancement and scalability should be followed and the water management needs and water conservation goals should be implemented.
The construction of a smart water-saving management system will be planned and implemented in stages.
4.2 The software development and testing of the system shall be carried out in accordance with GB/T 8566, and the operation and maintenance of the system shall be carried out in accordance with GB/T 28827.1.
4.3 The system's network and information security should comply with GB/T 25070 and relevant national information security regulations, and data security management should comply with GB/T 37973 and relevant national information security regulations.
