GB/T 45889-2025 is the Chinese national standard covering judging how well an organisation has run land it farms on someone else's behalf — the evaluation principles, the index system with its tiers and the rules for choosing the third-level indicators for a given case, the procedure, the arithmetic that turns the indicators into a result, the report and its template, and the tie back to the land trusteeship service specification. First edition, under the Ministry of Agriculture and Rural Affairs. In force from 1 October 2025. Issued on 30 June 2025, it has been in force since 1 October 2025.

1 Scope

This document establishes the principles and procedures for the evaluation of land trusteeship services, and stipulates the evaluation content, calculation of results and evaluation reporting requirements.

This document applies to the evaluation of land trusteeship services carried out by agricultural social service organizations.

4 Evaluation Principles

4.1 Objectivity and Fairness

The evaluation work is independent and objective, the process is transparent, and a scientific evaluation plan is formulated; the evaluation activities are carried out fairly and impartially based on objective facts.

4.2 Simple and easy

The evaluation method is simple and applicable, the evaluation procedure is practical, flexible and feasible, and easy to operate and implement in various places; the evaluation indicators are concise, easy to obtain, Quantifiable.

4.3 Standardized and reliable

Combined with the land trusteeship service contract, the evaluation requirements and content are clearly defined, and the evaluation behavior complies with the requirements of the evaluation plan. The evaluation data is authentic and reliable.

It is credible and the evaluation conclusions can objectively and accurately reflect the evaluation activities.

5 Evaluation content

5.1 According to the requirements of GB/T 34802 for land trusteeship services, the land trusteeship service evaluation index system should comply with the provisions of Appendix A.
