The technical content follows the UN/CEFACT business requirements specification for the multimodal transport waybill message. First edition, in force from 1 August 2025. Issued on 25 April 2025, it has been in force since 1 August 2025.

1 Scope
This document specifies the requirements for the business process of waybill-related operations in international trade multimodal transport.
This document applies to the use of waybills between shippers, carriers and consignees in international trade.
2 Normative references

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Multimodal transport
Transportation of goods by at least two different modes of transport, transportation of goods by various modes of transport within a single system, and loading and unloading Serve.

3.2 airwaybill;AWB
The contract between the shipper and the airline that sets out the terms and conditions of carriage (IATA).
Note. An Air Waybill (AWB) or Airway Bill is a document issued by an airline for the goods and is evidence of the contract of carriage, but it is not a document of title to the goods.
Therefore, an airway bill is non-negotiable.

3.3 Seaway Bill
A document that proves the existence of a contract for the carriage of goods by sea and the carrier's acceptance of the goods, whereby the carrier undertakes to deliver the goods to A non-negotiable document consigned to the person specified in the consignment.

3.4 CMR consignment note
In order to facilitate international road transport and international trade, the consignor, road transport operator and consignee shall be responsible for the use of documents and the responsibilities of the carrier.
A legal contract document signed between two parties using the standard terms and conditions of the international road transport contract.
Note. To use the CMR consignment note, at least one of the countries involved in the international transport (origin or destination) must be a party to the CMR Convention.

3.5 Railway consignment note
A document in which the shipper entrusts a carrier (railway) to transport goods.
