GB/T 45371-2025 is the English-translated version of 海洋经济常用术语.
GB/T 45371-2025 is the Chinese national standard covering the vocabulary used when the ocean is counted as an economy — the general terms of ocean economy and ocean industry with the traditional, emerging and future groupings, then the sector terms in turn, from fisheries and tidal flat farming through offshore oil and gas, mining and salt to shipbuilding, marine engineering equipment, marine chemicals, desalination, shipping and coastal tourism, the boundaries between which decide what a statistic counts. First edition, under the Ministry of Natural Resources. In force from 1 September 2025. Issued on 28 February 2025, it has been in force since 1 September 2025.

3 General terms
3.1 Ocean Economy
The sum of various industrial activities for the development, utilization and protection of the ocean, as well as related activities.

3.2 Ocean Industry
Production and service activities carried out through the development, utilization and protection of the ocean.
Note. It mainly includes the following four aspects.
— Production and service activities that obtain products directly from the ocean;
— Processing, production and service activities of products directly obtained from the ocean;
— Product production and service activities directly applied to marine and marine development activities;
— Production and service activities that utilize seawater or ocean space as a basic element of the production process.
