1 Scope
This document establishes the general principles of weather modification services for large-scale events and provides the requirements for weather modification services for large-scale events.
Provide guidance and suggestions on the work flow, work plan, technical plan, safety guarantee and airspace guarantee of the service.
This document applies to the organization, implementation and management of meteorological services for artificial weather modification activities at large-scale events.

3.1 Large event event
Political, economic, sports, cultural and other activities organized by the state, local people's governments, etc., which are large-scale and have important social impact.

4 General Principles
4.1 General Principles
The weather modification support mission for large-scale events is usually proposed by the organizers of large-scale events six months in advance and is implemented by the national or local meteorological administration.
The competent departments and relevant departments shall make comprehensive use of various technical means to carry out cross-regional and cross-departmental coordination, command and joint operations.
4.2 Safety Management Principles
Strengthen the safety management of weather modification services for large-scale activities, firmly establish the idea of people-oriented and safety first, and improve safety Enhance awareness of prevention, implement safety measures, and ensure the safety of weather modification operations.
4.3 Principles of scientific support
After the weather modification service mission for large-scale events is issued, it shall be organized and carried out in accordance with Chapter 5, and the work plan shall be compiled in accordance with Chapters 6 and 7.
We will formulate plans and technical solutions, organize experts to demonstrate the plans, and continuously revise and improve them during the implementation process.
4.4 Principle of multi-departmental coordination
Under the guidance of the people's governments at all levels, all relevant departments shall coordinate and cooperate with each other in accordance with their respective responsibilities, organize and implement the work in accordance with Chapter 5, and carry out Work to influence weather and provide meteorological services.
