GB/T 44918-2024 is the Chinese national standard covering the water a supply utility loses before it ever reaches a customer — the general provisions for new and rebuilt works, the metering chain from intake through production and distribution to use, the periodic water balance test, the intake, treatment and transmission and distribution requirements, the end-user conservation management, the informatisation, the daily office use, and the posts, plans, targets, statistics, assessment and training that make saving water somebody's job. The metering equipment follows CJ/T 454 and the water balance test follows GB/T 12452; self-built plants and rural centralised supply may use the document as a reference. First edition. In force from 1 March 2025. Issued on 28 November 2024, it has been in force since 1 March 2025.

Water-saving management specifications for urban water supply units
1 Scope
This document stipulates the general provisions for water conservation in urban water supply units and the water conservation requirements for operation and management.
This document is applicable to water conservation management of urban water supply units, and shall be used as a reference for self-built water supply plants (stations) and rural centralized water supply.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Urban water supply institution
Units that provide water for production and life by relying on urban water intake stations, water treatment plants, water transmission and distribution pipelines, and pressure storage and regulation facilities.
4 General Provisions
4.1 For new construction, renovation and expansion projects, water-saving measures should be formulated and technical routes with reasonable technology and economy should be selected. Water-saving Processes, equipment, apparatus and products.
4.2 Water conservation should be carried out throughout the entire process, including water conservation during water intake, water conservation during water production, water conservation during water transmission and distribution, water conservation for end users, and water conservation for water supply.

4.3 A full-chain metering system for water intake, water production, water distribution and water use shall be established, and the water metering equipment shall comply with the provisions of CJ/T 454.
4.4 Water balance test or water rationality analysis should be carried out regularly. The water balance test should comply with the requirements of GB/T 12452.
4.5 A record of water intake, water production, transmission and distribution should be established and analyzed regularly.
4.6 A water-saving management department and water-saving management posts should be set up, water-saving plans should be formulated regularly, annual water-saving plans should be compiled, and water-saving targets should be clearly defined.
4.7 A water-saving management system should be established, including water-saving statistics, assessment, water-saving publicity, water-saving rewards and punishments, and water-saving training systems.
