GB/T 44884-2024 is the Chinese national standard covering the platform that locates a handset over the data channel rather than the signalling channel — the architecture that splits the SLC from the SPC, the communication modes and function groups, the network-originated and SET-originated call flows, the security policy, the ULP version negotiation, and the carriage of ULP over TCP/IP, SIP PUSH, OMA PUSH and MT SMS, which decides how a sleeping terminal is woken for a location request. A network-originated request locates a terminal that never asked to be located, which is what the security policy in Clause 8 is there for. First edition, under the Ministry of Industry and Information Technology. In force from 1 March 2025. Issued on 28 November 2024, it has been in force since 1 March 2025.

1 Scope
This document specifies the technical requirements of the user-plane-based positioning service platform, including the platform's system architecture, functional requirements, and service flow.
procedures, security policies, and related protocol interface requirements.
This document is applicable to the design, development and testing of positioning service platforms based on mobile communication networks.
2 Normative references

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 emergency IMS core
IMS core network supporting emergency IMS calls.
3.2 non-proxy mode
A mode in which the SPC system and SET can communicate directly.
3.3 proxy mode
The SPC system and SET are not in direct communication mode.
NOTE. In this case, the SLC system performs a proxy role between the SET and the SPC.
3.4 SET initiated
Service initiated by SET.
NOTE. For these services, the SUPL Agent is located on the SET.
3.5 network initiated
In contrast to SET originated, network originated is a service initiated from within the SUPL network.
NOTE. For these services, the SUPL Agent is located within the network.
3.6 User plane positioning service platform SUPL Location Platform; SLP
A platform consisting of SPC and SLC.
