The assessment is a pre-event exercise: it is run while the plan can still be changed. First edition, under the General Administration of Sport. In force from 1 January 2025. Issued on 29 September 2024, it has been in force since 1 January 2025.

Guidelines for Safety Assessment of Mass Sports Events

1 Scope

This document establishes the general principles for the safety assessment of mass sports events and provides the assessment process, assessment planning, assessment implementation and Guidance on evaluation and summary, etc.

This document is applicable to pre-match safety assessments for all types of mass sports events at all levels.

2 Normative references

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 mass sports events

The purpose of the event is to conduct competitive sports or enrich sports and cultural life.

Mass competitive games or sports and fitness activities organized and held by the sports operator (3.2) in accordance with the law.

3.2 Operational organization of mass sports events

Natural persons, legal persons and unincorporated organizations that are responsible for the preparation, organization and implementation of all or part of the process of mass sports events (3.1).

3.3 emergency

A sudden disaster occurs during a mass sports event (3.1), causing or likely to cause serious social harm, requiring emergency measures.
