GB/T 44673-2024 is the Chinese general technical standard for buoyant devices used by infants and children in water: the armbands, swim vests, swim seats and rings that support a child learning to swim. It occupies a difficult and previously unregulated space between a toy and a lifesaving appliance, and much of the document is devoted to marking out that boundary precisely, since a product treated as a toy by its maker and as a lifejacket by a parent is exactly how children drown. It sets the product classification, the technical requirements on safety performance in water, on appearance, construction and components, on material performance, on chemical requirements and on the durability of the marking, and it describes the corresponding test methods; it then sets the marking, the instructions for use and the warnings. The normative annexes carry the manikin models with their dimensions and centre of gravity calibration, the static and dynamic stability and inversion tests for wearable devices and for seat rings, the conspicuity test, the structural integrity test, the buoyancy test and the assessment expert panel. It applies to devices supporting the weight of children of 14 years and under, and explicitly excludes multi-person devices, devices rated above 100 kg or with paddles, inflatable water toys, enclosed inflatable structures, towed devices, specialised water sports products and lifesaving appliances.

This document specifies the product classification, technical requirements and labeling requirements for infant and child water buoyancy aids, and describes the corresponding test method. This document applies to water-assisted swimming platforms that support the weight of infants and children aged 14 and under for them to learn swimming and engage in other water leisure activities. Buoyancy aids. This document does not apply to. - Buoyancy devices for simultaneous use by multiple people; - Various types of water buoyancy equipment with a nominal or actual maximum load greater than 100kg or with paddles; - Inflatable water toys; - Toys that do not provide auxiliary buoyancy support as their primary function and are only for infants and children to play on or in water; - Fully/semi-enclosed inflatable water equipment that people can enter; - Water equipment and supplies used for towing with ropes, etc.; - Various special water sports products, such as surfboards, etc.; - Various life-saving products, such as life jackets, life buoys, etc.
Note. Inflatable water toys are limited to use in shallow water areas; for water auxiliary buoyancy devices with cartoon shapes or obvious play functions, they also need to comply with the inflation Requirements of relevant standards for water toys.
