1 Scope

GB/T 44229-2024 specifies the community-level service system used during a major public health emergency, and it was written out of recent and direct experience. When an emergency reaches the neighbourhood, the community becomes the operational unit: registering residents, arranging testing, distributing supplies, managing access, and tracking who needs help. During the pandemic these systems were built in days, by whoever was available, and they failed in ways that were consistent across the country - they collapsed under load exactly when they were needed, they could not exchange data with the health authority above them, and they collected personal information with no defined boundary on its use or its retention. Cloud deployment addresses the load problem but not the others by itself. This document establishes a reference framework for cloud computing-based community service systems in major public health emergencies, defining the user layer, the application layer and the data layer and the functional requirements of each. Under ICS 35.240.01 and CCS L77, it is written for local government and community organisations, for the platform vendors who build these systems, and for public health authorities.
