GB/T 44056-2024 is the technical guideline for evaluating beautiful China construction, and it is the measurement instrument attached to one of China's central policy programmes. Beautiful China is the ecological civilisation objective the state has set for 2035, and until this document existed the phrase had no agreed metric; the guideline turns it into an indicator system with weights, bands and a scoring procedure that can be applied to a province or a prefecture and compared across them. It covers the purpose and basic principles of the evaluation, the workflow, the indicator system and the grading method, the data collection and evaluation methods, the analysis of the results and the output of the deliverables. Eight normative annexes carry the working detail: the full indicator system with its reference weights, the grading method, the technical methods, the quantitative identification of every second-level indicator, which alone runs to twenty-seven pages, the procedure and method of the public satisfaction survey, the outline of the evaluation report, the format of the main data tables and the cartographic specification for the evaluation maps. It applies to the evaluation of beautiful China construction at national, provincial and prefecture level.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Beautiful ChinabeautifulChina Follow the laws of national economic and social development and ecological environment protection, and integrate national economic and social development with ecological environment protection through carbon reduction, pollution reduction, green expansion and growth. The construction of ecological civilization is implemented in the land space with different main functions, forming a high level of ecological environment protection and high efficiency of natural resources. 3.6 The basic index value calculated by using the carbon reduction index, pollution reduction index, green expansion index and growth index is added to the sum of the addition and subtraction items.
