This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.
1 Scope
This document establishes the principles and procedures for evaluating rural property rights transfer and transaction services, and describes the content and methods of evaluation.
This document is applicable to the evaluation of the service activities of rural property rights transfer and transaction service agencies (referred to as "service agencies").

4.1 Impartiality
Implement evaluation activities independently, objectively and fairly.
4.2 Systematic
Conduct a comprehensive and systematic evaluation of factors such as service capabilities, service processes, and service results of service organizations.
4.3 Normative
Formulate a scientific evaluation plan, clarify the evaluation requirements, and ensure that the evaluation behavior meets the requirements of the evaluation plan.
4.4 Reliability
Real data are collected and used, and the evaluation conclusions can objectively and accurately reflect the evaluation activities and have credibility.
