1 Scope

China's national requirements for applying for and using airspace in ground-based weather modification operations. Firing rockets and artillery shells into cloud puts projectiles into airspace that aircraft also use, and the coordination between the two is the entire subject. China conducts these operations at a scale that makes the problem continuous rather than occasional: thousands of sites, operating seasonally, often at short notice when a hail-bearing cloud develops, in airspace that is among the world's busiest. The requirements have to cover how an operation is applied for, how it is authorised, how the window is defined in time and space, how it is communicated to air traffic control, and what happens when it must be cancelled because an aircraft has entered the area. It is the procedural counterpart to the safe firing area map, which fixes the geometry - this one fixes the coordination in time.

This document specifies the requirements for airspace application and airspace use for weather modification ground operations (hereinafter referred to as "airspace application and use"). This document applies to the application and use of airspace for weather-modified ground anti-aircraft artillery and rocket-to-air shooting operations.
