GB/T 42681-2023 provides a way of measuring whether agricultural waste is actually being turned into something useful. Crop straw and livestock manure are produced in enormous quantity, and the alternatives to using them - burning straw in the field, letting manure run off - are among the more visible sources of air and water pollution in rural areas. Programmes to make use of them are widespread and their success is usually reported in inputs: how much was collected, how much was invested. That says little about whether the material ended up displacing fertiliser or fuel, and it makes one county's results incomparable with another's. This document specifies the evaluation principles, the evaluation indicator system, the evaluation methods and the evaluation procedure for the resource utilisation of agricultural waste. It applies to performance evaluation at county level and above for crop straw and livestock and poultry manure, and to the evaluation of the agricultural enterprises involved. Under ICS 13.020.01 and CCS Z01, it is written for the local governments and agricultural authorities running these programmes, and for the third parties asked to assess them.
