Introduction

Project management is the vehicle and organisational form for work that is cross-functional and innovative in nature, such as implementing strategy, organisational transformation, technical research, product development, process optimisation, building standardization systems, engineering delivery, market development and digital transformation in all kinds of organisations. Government departments at all levels, industry associations, enterprises and public institutions, universities and other organisations attach ever greater importance to establishing project management mechanisms and to developing project management talent.

Project managers are key figures who lead, organise, coordinate and support project teams in achieving specific project objectives, and they have their own distinctive competence requirements. This document mainly describes the dimensions of competence evaluation, the level framework and the evaluation methods for project management professionals. It can meet the needs of all kinds of organisations for selecting, developing, appointing and evaluating project management talent, and it indicates a path of growth for all project management practitioners.

Following the requirements for the competence evaluation of project management professionals established in this document helps:

- to clarify the dimensions on which project management professionals are evaluated;

- to clarify the competence and quality requirements for project management professionals at different levels;

- to clarify the methods of competence evaluation for project management professionals;

- project management professionals to identify the direction and path for improving their own competence and for their career development;

- organisations to define on a sound basis the criteria for selecting, developing and evaluating project management talent.

1 Scope

This document specifies the terms and definitions for the competence evaluation of project management professionals, the dimensions of competence evaluation, the five levels into which competence is divided, the core competence requirements for each level, the methods of competence evaluation, and the results of competence evaluation and their application.

This document applies to the graded evaluation of project management competence of personnel engaged in project management work, carried out by all kinds of organisations such as enterprises, public institutions, government bodies and social organisations (hereinafter referred to as organisations) and by all industries. It may also be used as a basis by provinces, cities, districts and counties for the introduction, development, professional title assessment and appointment of project management professionals.
