Scope
GB/T 41828-2022 is the English-translated version of 洗涤用品原料健康风险评估导则.
GB/T 41828-2022 is the Chinese national guideline for assessing the risk that the ingredients of a washing product pose to human health.
It describes how to judge whether adverse health effects arise and how far they go, and defines the pieces the work is made of: the washing product itself, the raw ingredient, present unchanged or reacted, hazard identification, hazard assessment, and health risk assessment, which draws on toxicology and epidemiology to evaluate the effects on exposed populations.
It is written for detergent raw materials, for the safety risk substances unavoidably carried in with them under consumer use, and for the finished products; it does not apply to occupational exposure, to industrial and institutional use, or to product release.
It quotes GB 30000 on chemical classification and labelling. Issued on 14 October 2022, it has applied since 1 May 2023.

This document applies to the use of detergent raw materials, produced from raw materials or products under conditions of consumer use (including the intended use of the product)
Risk assessment of safety risk substances and end products that are inevitably brought into the process.
This document does not apply to occupational exposure, industrial and institutional use, and product release.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 Washing products
Prepared products containing soap or/and surfactants for detergency and cleaning purposes. [Source: GB/T 26396-2011, 3.1, with modifications]
3.2 Raw ingredient
Element All kinds of specific chemical substances used in the manufacture of cleaning products, and ultimately exist in the cleaning products in the original or reacted state.
Note: For raw materials that exist in the detergent in the state after the reaction, the risk assessment needs to focus on the chemical state after the change.
3.3 Health risk assessment
By collecting and using the research results of toxicology, epidemiology and other disciplines, following certain technical routes and evaluation criteria, The process of qualitative and quantitative evaluation of adverse health effects caused by chemical substances in exposed populations.
3.4 Hazard identification
Identify the types and properties of a chemical substance due to its inherent ability to cause adverse effects on an organism, system or (sub)population.
3.5 Hazard assessment
The process of assessing the potential hazard of an organism, system or (sub)population when exposed to a chemical.
