GB 30000.11-2013 is the English-translated version of 化学品分类和标签规范 第11部分:自燃固体.

China's national rule for deciding whether a solid chemical must be declared pyrophoric, and for what has to appear on its label if it is. A pyrophoric solid is one that catches fire on its own simply by meeting air, with no spark and no heating - finely divided metals, some metal powders and certain organometallic compounds behave this way - and a drum of such a material opened carelessly at a receiving dock is a fire before anyone has decided what to do about it. The answer the world agreed on is that the hazard travels with the package: the same pictogram, the same signal word and the same hazard statement, whatever country the drum was filled in. This part of GB 30000 is China's adoption of that agreement for one hazard class. It carries the terms and definitions, the classification criteria, the decision logic and guidance, and the label requirements for pyrophoric solids, and it applies whenever such a solid is classified and labelled under the United Nations Globally Harmonized System. Clauses 4 and 6 are mandatory, the rest of the part is recommended. It replaced GB 20586-2006 and is aligned with the fourth revised edition of the GHS; it is used by chemical manufacturers, importers, packers and by anyone who has to write a safety data sheet or print a drum label for the Chinese market.

This part is Part 11 of GB 30000. It is drafted in accordance with the rules given in GB/T 1.1-2009.

This part replaces GB 20586-2006 Safety rules for classification, precautionary labelling and precautionary statements of chemicals - Pyrophoric solids.

The technical content of this part is consistent with the relevant content of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS), fourth revised edition.

Compared with GB 20586-2006, the main technical changes are as follows: the title of the standard was changed, the Chinese title becoming Rules for classification and labelling of chemicals - Part 11: Pyrophoric solids and the English title Rules for classification and labelling of chemicals - Part 11: Pyrophoric solids; the content of Clause 1 Scope was modified, replacing precautionary label by label and deleting precautionary statement; the introductory wording of Clause 2 Normative references was modified and the United Nations GHS, fourth revised edition, was added as a cited document; introductory wording was added to Clause 3 Terms and definitions.

Further changes: Figure 1 Decision logic and the guidance formerly in Clause 5 were moved into informative Annex A; the former Clause 7 was deleted and, following the United Nations GHS fourth revised edition, the former Table 3 of Clause 7 was revised and became normative Annex B; following the same edition, the former Clauses 6, 7 and 8 were revised and consolidated into Clause 6, and the former Table 2 was revised and became normative Annex C; the former Clause 8 was deleted and the related hazard statements and precautionary statements became informative Annex D; and informative Annex E, Examples of labels, was added.

This part was proposed by and is under the jurisdiction of the National Technical Committee on Hazardous Chemicals Management of Standardization Administration of China (SAC/TC 251).

The previous edition of the standard replaced by this part was GB 20586-2006.

1 Scope

This part applies to the classification and labelling of pyrophoric solids according to the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (hereinafter referred to as GHS).

2 Normative references

3 Terms and definitions

The terms and definitions given in GB 13690 and the following apply to this document.

3.1 pyrophoric solids: a solid which, even in small quantities, ignites within five minutes after coming into contact with air.

4 Classification criteria

4.1 The general principles for the classification and labelling of pyrophoric solids are given in GB 13690.

4.2 Pyrophoric solids are classified by test N.2 described in 33.3.1.4 of Part III of the United Nations Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria, fifth revised edition (hereinafter referred to as the Manual of Tests and Criteria); see Table 1.

Table 1 sets out the single hazard category recognized for pyrophoric solids and the criterion attached to it, which restates the definition given in 3.1.

A footnote to Table 1 governs the physical form to be used in the classification test: the test shall use the substance or mixture in the form in which it is supplied, and where the physical form of the same chemical differs from that used previously and this difference is considered likely to alter its performance in the classification test, the substance or mixture shall be tested again in the new form.

5 Decision logic and guidance

The decision logic and guidance are for reference only. They are given in Annex A. Those responsible for classification are particularly advised to study Clause 4 both before and while using the decision logic.

6.1 General

6.1.1 For the labelling of pyrophoric solids, the hazard categories are listed in the prescribed order of pictogram, signal word and hazard statement. For the hazard classes or categories covered by the United Nations Recommendations on the Transport of Dangerous Goods - Model Regulations, seventeenth revised edition (hereinafter referred to as the Model Regulations), the corresponding graphic mark designated for each category shall be shown on the label. The allocation of label elements for pyrophoric solids is given in Annex B.

6.1.2 The classification criteria and label elements for pyrophoric solids are given in Annex C.

6.1.3 The information required on the label includes the hazard pictogram, the signal word, the hazard statement, the precautionary statement, the product identifier and the supplier identification.

NOTE: For other label elements not yet standardized, such as precautionary statements, these also need to be included on the label. The competent authority may also require additional information to be given, and suppliers may add supplementary information of their own.

6.2 Hazard pictogram

The hazard pictogram shall use a black symbol on a white background, with a red frame wide enough to be clearly visible.

The hazard pictograms specified in the Model Regulations, together with the colours of the graphic symbols, the numbers and the minimum dimensions, are given in Annex B.

6.3 Signal word

A signal word is a word used on the label to indicate the relative degree of severity of a hazard and to alert the reader to a potential hazard. For pyrophoric solids the signal word Danger is used.

6.4 Hazard statement

A hazard statement is a phrase assigned to a hazard class and category that describes the nature of the hazard of a hazardous product and, where appropriate, its degree of hazard. The hazard statements for pyrophoric solids are given in Annex D.

6.5 Precautionary statement

A precautionary statement is a phrase, and/or pictogram, that describes the recommended measures to be taken to minimize or prevent adverse effects resulting from exposure to a hazardous product, or from improper storage or handling of a hazardous product. There are five types of precautionary statement: general, prevention, response, storage and disposal. The precautionary statements for pyrophoric solids are given in Annex D.

6.6 Product identifier

6.6.1 A product identifier shall be used on the label and it shall match the product identifier used on the safety data sheet for the chemical. Where a substance or mixture is listed in the Model Regulations, the correct United Nations shipping name shall also be used on the package.

6.6.2 The label shall include the chemical name of the substance. For a mixture or alloy, where acute toxicity, skin corrosion, respiratory sensitization or specific target organ toxicity appears on the label, the label shall include the chemical identities of all ingredients or alloying elements that may give rise to those hazards. The competent authority may also require the chemical names of all ingredients or alloying elements that contribute to the hazard of the mixture to be listed on the label.

6.7 Supplier identification

The name, address and telephone number of the manufacturer or supplier of the substance or mixture shall be given on the label.

6.8 Examples of labels for pyrophoric solids

Examples of labels for pyrophoric solids are given in Annex E.

A Annex A (informative) Decision logic and guidance

A.1 Decision logic: to classify a pyrophoric solid, test method N.2 described in 33.3.1.4 of Part III of the Manual of Tests and Criteria shall be used, and the classification shall follow the decision logic of Figure A.1. Figure A.1 shows the single question that decides the case and the two outcomes, Category 1 or not classified.

A.2 Guidance: where production or handling experience shows that the substance or mixture does not ignite spontaneously on contact with air at normal temperature - that is, the substance is known to be stable at room temperature for prolonged periods, of the order of days - the classification procedure for pyrophoric solids need not be applied.

B Annex B (normative) Allocation of label elements

The allocation of label elements is given in Table B.1.

Table B.1 gives, for the single category of pyrophoric solids, the pictogram, the signal word and the hazard statement, and adds the transport requirements taken from the Model Regulations: the colour of the graphic symbol, which is a flame in black; the background, white in the upper half and red in the lower half; the class number placed in the lower corner in black, corresponding to Class 4 of GB 6944-2012; and the minimum dimensions of the transport pictogram.

C Annex C (normative) Classification criteria and label elements for pyrophoric solids

The classification criteria and label elements for pyrophoric solids are given in Table C.1.

Table C.1 pairs the single hazard category with its criterion and with the three label elements assigned to it: the flame pictogram, the signal word Danger, and the hazard statement Catches fire spontaneously if exposed to air.

D Annex D (informative) Hazard statements and precautionary statements for pyrophoric solids

D.1.1 This annex provides guidance on how to use hazard statements and precautionary statements consistent with the GHS for pyrophoric solids, and lists the recommended hazard statements and precautionary statements for each hazard class and category of pyrophoric solids; see GB 13690.

D.1.2 Coding of hazard statements. The codes of the hazard statements are given in Annex 3 to the GHS. Each hazard statement is assigned a dedicated alphanumeric code made up of one letter and three digits: the letter H stands for hazard statement; the first digit indicates the type of hazard to which the statement refers, 2 standing for physical hazards, 3 for health hazards and 4 for environmental hazards; and the last two digits are the sequence number corresponding to the hazard arising from the intrinsic properties of the substance or mixture, for example explosive properties in codes 200 to 210 and flammability in codes 220 to 230.

D.1.2.3 Unless otherwise specified, all assigned hazard statements shall appear on the label. The competent authority may prescribe the order in which the hazard statements appear on the label. In addition, where a combined hazard statement provides two or more hazard statements, the competent authority may specify whether the combined hazard statement or the corresponding individual statements are to be written on the label, or leave the decision to the manufacturer or supplier.

D.1.3 Precautionary statements shall be marked on the label together with the harmonized hazard communication elements, that is the pictogram, the signal word and the hazard statement. Supplementary information, such as directions for use, may be added at the discretion of the manufacturer, the supplier and/or the competent authority. The codes of the precautionary statements are given in Annex 3 to the GHS.

D.1.3.2 Coding of precautionary statements. Each precautionary statement is assigned a dedicated alphanumeric code made up of one letter and three digits: the letter P stands for precautionary statement; the first digit indicates the type of precautionary statement, 1 for general, 2 for prevention, 3 for response, 4 for storage and 5 for disposal; and the last two digits are the sequence number of the precautionary statement. The precautionary statement codes are for reference only: a code is not part of the text of the precautionary statement and shall not be used in place of it.
