1 Scope
This document specifies the basic content and preparation requirements of the PWR NPP commissioning program.
This document is applicable to the compilation of the commissioning program for pressurized water reactor nuclear power plants.
2 Normative references

Among them, dated citations documents, only the version corresponding to that date applies to this document; for undated references, the latest edition (including all amendments) applies to this document.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 Commissioning
The process of operating installed nuclear power plant components and systems and verifying that their performance conforms to design requirements and related criteria.
Note: Commissioning includes tests without nuclear reactions and with nuclear reactions.
3.2 First-of-a-kind test; FOAK test
Brand new, unique or special commissioning trials for structures, systems and equipment with new conceptual design and new design characteristics in the new series of pressurized water reactor nuclear power models.
4 The basic content and writing requirements of the debugging outline
4.1 Overview
4.1.1 Project Overview
The commissioning program shall briefly describe the general situation of the nuclear power plant project, overall technical characteristics, project management and commissioning management mode, etc.
4.1.2 Purpose of preparation
The commissioning outline is used to guide commissioning preparation and implementation, standardize commissioning activities, ensure the safety of commissioning activities, and meet relevant national legal, regulatory and design requirements.
4.1.3 Debugging Purpose
The commissioning program should clearly define the expected purpose that the commissioning activities of the NPP should achieve, mainly including:
a) comprehensive inspection of design, equipment manufacturing and construction and installation quality;
