1 Scope
This document provides guidance for organizations engaged in project or program management to carry out work breakdown structure related activities.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
100% rule
The work breakdown structure should cover all the work required to complete the scope of the project or program.
Note. The one-hundred-percent principle applies to both the parent unit and the sub-unit of the work breakdown structure. 100% of the work breakdown of the sub-unit layer corresponds to all of the parent unit layer

3.2
Functional breakdown structure
Decomposition of the functions required to complete the project or program work unit.
3.3
Hierarchical decomposition
The process of dividing the scope of a project or program into smaller work breakdown structural units.
3.4
Managementinformationsystem
Hardware and software used to support information compilation, project or program indicator analysis and reporting.
3.5
Organizational breakdown structure
The decomposition of the management team in the organization, or the decomposition of the management team that performs project or program work.
Note. The organizational breakdown structure can include partners or subcontractors. It is used to describe the project, the work of the program and the organizational unit that manages or performs these activities
