GB/T 39903-2021 is the English-translated version of 项目工作分解结构.

GB/T 39903-2021 is the Chinese national standard on work breakdown structures for project and programme management.

It gives guidance to organizations engaged in project or programme management for carrying out the activities related to a work breakdown structure, and it applies to public and private organizations of every kind, to organizations and units of different sizes, and to projects and programmes of varying complexity, scale and duration.

It gives the terms and definitions, the concepts, the characteristics, the benefits, the uses, the integrated applications and the relationships of a work breakdown structure, and it does not give guidance on the practices, work processes, methods or tools for preparing and applying one.

It has no normative references.

Clause 4 sets out the concept of the work breakdown structure, with its purpose, its application scenarios, hierarchical decomposition, the parent-child relationship and progressive elaboration; clause 5 its characteristics, its compilation, its relationships with other structures, its management and control, and its application and benefits.

Three informative annexes give an example of a work breakdown structure, an example of the relationship with other breakdown structures, and an optional hierarchical work breakdown structure.

It is the translation-method equivalent of ISO 21511:2018. It was issued on 9 March 2021 and has applied since 1 October 2021.

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

The translation method used in this document is equivalent to ISO 21511:2018 "Work Breakdown Structure for Project and Program Management".

This document has made the following minimal editorial changes. In order to coordinate with the existing standards, the standard name is changed to ``Project Work Breakdown Results'' Construction".

1 Scope

This document provides guidance for organizations engaged in project or program management to carry out work breakdown structure related activities.

This document is applicable to all types of public or private organizations, organizations or units of different sizes, and projects of varying complexity, scale, and duration. Or project group.

This document provides terms and definitions, concepts, features, benefits, uses, integrated applications, and related relationships related to the work breakdown structure. Description of the content. This document does not give guidelines for the preparation and application of work breakdown structure practices related to work processes, methods or tools.

For examples of the work breakdown structure and its relationship with other breakdown structures, see Appendix A and Appendix B, respectively.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 100% rule

The work breakdown structure should cover all the work required to complete the scope of the project or program.

Note: The one-hundred-percent principle applies to both the parent unit and the sub-unit of the work breakdown structure. 100% of the work breakdown of the sub-unit layer corresponds to all of the parent unit layer the work.

3.2 Functional breakdown structure

Decomposition of the functions required to complete the project or program work unit.

3.3 Hierarchical decomposition

The process of dividing the scope of a project or program into smaller work breakdown structural units.

3.4 Management information system

Hardware and software used to support information compilation, project or program indicator analysis and reporting.

3.5 Organizational breakdown structure

The decomposition of the management team in the organization, or the decomposition of the management team that performs project or program work.

Note: The organizational breakdown structure can include partners or subcontractors. It is used to describe the project, the work of the program and the organizational unit that manages or performs these activities Relationship between.

3.6 Parent element

The work is broken down into two or more sub-level work units.
