GB/T 39023-2025 is the English-translated version of 书写和记号工具 降低窒息风险的笔套规范.

GB/T 39023-2025 specifies, in the words of clause 1, requirements for the covers of writing and marking instruments that reduce the risk of choking, and it applies to writing and marking instruments that are normally or foreseeably used by children aged 14 years and under.

The same clause excludes instruments designed for adults or intended for adults only, giving jewelry pens, expensive fountain pens and professional technical pens as its examples, and it also excludes the protective cover of the pen refill.

Clause 2 states that the document has no normative references, and clause 3 carries two entries: one whose term name the draft does not print, defined as a writing and marking instrument with a removable pen cover and a water storage structure for storing ink or other marking liquids, and pen cap, defined as the removable component used to protect the writing and marking tip or nib when the pen is not in use.

Clause 4 opens by requiring the cover to comply with at least one of the two requirements that follow: 4.2 deals with pen cap size, by having the cap enter an annular gauge of 16 mm diameter and not less than 19 mm thickness axially under its own weight, with a cap length of at least 5 mm where, as the draft puts it, the cap is not inserted into the ring gauge, and with a note saying that caps complying with this clause are considered large enough not to present an aspiration hazard; 4.3 deals with pen cap air flow, requiring a flow rate through the cover of at least 8 L/min at a maximum pressure difference of 1.33 kPa, tested at room temperature according to Appendix A. The page carries no table of contents and the draft stops at the end of 4.3, so no clause after 4.3 is shown.

The document is an identical (IDT) adoption of ISO 11540:2021, and the foreword states that, apart from structural adjustments and editorial changes, its main technical content has not changed from the previous edition.

It was proposed by China Light Industry Federation and is under the jurisdiction of the National Technical Committee for Standardization of Pen Manufacturing (SAC/TC378).

It replaces GB/T 39023-2020, was issued on 30 May 2025 and has applied since 30 May 2025.
