Scope
GB/T 37146-2018 is the English-translated version of 跨境电子商务电子舱单基础信息描述.
GB/T 37146-2018 describes the basic information carried by the electronic shipping bills, or manifests, used in cross-border e-commerce. It first fixes how each information item is described, with its basic attributes, data types and formats and the way constraints and conditions are expressed.
It then sets out the framework of the original manifest, which the carrier transmits to customs for goods and articles brought in by an inbound means of transport, with the description of its basic information, bill of lading information and remarks, and the basic information of the loading manifest for outbound transport.
It draws on national codes for containers, countries, ports, dangerous goods and date and time representation. It applies to the transmission of manifest data in cross-border e-commerce transactions. It was issued on 28 December 2018 and has applied since 1 April 2019.

1 Scope
This standard specifies the description attribute of the cross-border e-commerce electronic manifest information, the basic information of the original manifest framework and the basic letter of the loading manifest. The requirements of the description.
This standard applies to the transmission of manifest-related electronic data during cross-border e-commerce transactions.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Cross-border electronic commerce; cross-border e-commerce
Transaction entities belonging to different customs borders, through transactions through e-commerce platforms, payment settlement, and delivery of goods through cross-border logistics, A commercial activity that completes a transaction.
3.2 Manifest; shipping bills
A vehicle that reflects the information on goods, articles and passengers contained in inbound and outbound means of transport.
Note 1. The manifests specified in this standard mainly include the original manifest and assembly manifest.
Note 2. The original manifest refers to the manifest transmitted by the manifest transporter to the customs that reflects the loading of goods and articles by the inbound means of transport.
Note 3. The loading manifest refers to the manifest that reflects the actual cargo and item information of the outbound transport.
